Licensing Program Analyst (LPA), Lisa Clayton met with licensee Milpa Gupta on 10/20/2020 at approximately 10:30am, for an ANNOUNCED CAPACITY CHANGE INSPECTION. Present during this inspection was licensee and fingerprint cleared husband and 5 children in care.

LPA, and applicant toured the home to conduct a Health and Safety Inspection. The facility currently plans to operate 8am – 6pm), Monday through Friday.

Description of Home: The home is two stories which consists of 3 bedrooms, 2 bathrooms, loft, and laundry room located on the 2nd floor; guest bedroom, living room, dining area, family room/day care room, ¼ bathroom, kitchen, garage and fenced backyard located on the 1st floor. The home is neat and clean with centralized heating/air conditioning and ventilation for safety and comfort. The fenced outdoor play area is free from defects or dangerous conditions.

On Limit Areas: living room, dining room, kitchen, family room (daycare area), downstairs bathroom, as well as the backyard.

Off limit areas: the entire 2nd floor which is barricaded by a gate at the bottom of the staircase; the guest bedroom and garage on the 1st floor which will always be inaccessible and require visual supervision.

Isolation Area: living room

The stairway has child safety gating at the base of the stairs. The fireplace is glass screened to prevent access by children in care. The home has working smoke detectors and carbon monoxide detector(s). The facility has a fully charged 2A10BC fire extinguisher and a first aid kit.

There are age appropriate furnishings, toys and equipment in the day care room. The bathroom has working toilet and faucet. Per applicant, there are no firearms located or stored on the premises. There are no pools, hot tubs or other accessible bodies of water. Hazardous items/cleaning supplies are stored inaccessible to children in care. Advised licensee to reinforce the sliding lock in the back gate to make it inaccessible from the outside. Licensee expressed that she may want to add the downstairs bedroom to the existing on-limit areas. We discussed relocating the temple (cabinet) in the room and send pictures of the room minus the cabinet, and a picture showing where she moved the cabinet to, should she decide to make the room on on-limit area.


Fire Clearance issued on 9/28/2020 by Dublin Fire Prevention Services. Licensee was reminded that, per the clearance “No children on the second floor”. CPR and First Aid certificate is current and expires 11/18/2020. Licensee is aware of the expiration date of her CPR/First Aid and is planning to schedule a recert. Licensee was advised to inquire about Lead Exposure while recert CPR and First Aid. I advised her to email the recert confirmation as a placeholder, and the cards when the class is completed. Licensee completed and received a certificate in mandated reporter training on 08-02-2020. The applicant is following the immunization laws and will email verification of Flu vaccine this week.


Licensee is reminded that ALL assistants, volunteers, frequent visitors, or adults living in the home, that are 18 years of age or older must be fingerprint cleared and associated to this facility prior to being in the presence of children in care or an immediate civil penalty will be assessed from $100 to $3000 per person, per incident. Licensee was reminded of the responsibility as a mandated reporter. All forms can be downloaded at www.ccld.ca.gov.

LPA Clayton reminded the Licensee of the following; Mandated Reporter training is to be renewed every two years; CPR/First Aid is also renewed every two years. Licensee was reminded that exersaucers, baby walkers, bouncers, jumpers, and similar items are not allowed, and that smoking is prohibited in the home during day care hours. LPA discussed Unusual Incidents Reports. Licensee was reminded that an assistant is needed with a large family child care home license, and whenever an assistant is not present, the licensee will comply with the capacity requirements for a small family child care home.

The Licensee is reminded any structural changes to the home or additions to the childcare facility must be reported to Community Care Licensing.

LPA Clayton provided a copy of Safe Sleep-in Child-Care brochure, a handout "What Does A Safe Sleep Environment Look Like?" and a copy of the new California Car Seat Law Changes.
