Licensing Program Analyst (LPA) Melanie Otsuji made an announced PRELICENSING visit in response to an application received for a new preschool. LPA met with Director Kimberly Dunham, and Owner/Licensee's Grace Yee, and Mei Zhang. A health and safety inspection was conducted. Challenge School Preschool's normal operating hours are Monday - Friday 7:30AM - 5:30PM. Due to the COVID-19 pandemic current operating hours are Monday - Friday 8:30AM - 4:30PM.

INDOORS: 2192.95 square feet = 63 children
OUTDOORS: 3594.77 square feet = 48 children

This program will be conducted in one large classroom. There are 4 toilets, 1 urinal and 4 sinks available for children. The staff will use the restroom located within the church. Staff will ensure all teacher - child ratios are maintained during operating hours. The classrooms are furnished with age-appropriate equipment, with adequate storage for all. Heat and air conditioning is central which exhausts at the top of the walls. Drinking water is available by way of drinking fountains, and cups from home. All required forms are posted. Snacks will be provided by center; hot water, refrigeration and storage space for emergency food is available. Medications will be stored in a locked and/or inaccessible cabinet. Napping equipment (cots) were observed. Each child will store their napping equipment in their own cubby. Carbon monoxide detector, smoke detector, and fire extinguisher were observed by LPA. There are working telephones at the center. Electronic sign in/out will be utilized.

The center has an approved fire safety inspection from the Fremont Fire Department on 8/21/2020.

This facility plans to provide Individual Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Kimberly Dunham is a fully-qualified preschool director and has completed 16 hours of health and safety training including pediatric CPR and First Aid. Director will be enrolling into the Preventative Health and Safety Lead Component training.

Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

Zero Tolerance policies were explained. The center was found to be clean, safe, sanitary, and in good repair.

A license for 48 preschool children will be issued effective today 09/28/2020.
