A Prelicensing Visit was conducted today by Licensing Program Analyst (LPA), Melanie Otsuji. LPA met with Program Compliance Manager/Applicant, Margarita Saucedo, and Program Compliance Assistant Manager, Yesenia Alvarez. The applicant has submitted an application for an INFANT license. THIS IS A TITLE V FACILITY. A health and safety inspection was conducted inside and outside. The infant program will operate in 7 classrooms. Also on site is the facility's preschool component with a capacity of 67 preschoolers operating out of 3 classrooms. Operating Monday to Friday from 7:00AM - 6:00PM. The measurements are as follows:

INDOORS: 5424.90 square feet = 155 children
OUTDOORS: 12887.12 square feet = 172 children

Classrooms are equipped with varied age appropriate materials and equipment. Infant classrooms 7, 8, and 11 each have space for 4 crib aged children for a total of 12 crib aged children for the infant component. This component also utilizes classrooms Toddler 1, 2, 3, and 13. The diaper changing counters are within arms reach of a sink. There are 16 sinks and 9 toilets available for children. The office and staff bathroom will serve as isolation area for ill children. There is a total of 6 play yards for the infant aged children to utilize. The yards are fenced in all around. Yards with high climbing equipment are cushioned with poured rubber and/or artificial turf. Canopies and/or trees provide sufficient shade in all play yards. Lunch and snacks are provided to the infants. There are food preparation areas in each classroom. Cabinets with cleaners are locked and/or inaccessible to prevent access to children. The sign in/out sheet allows for parents' full legal signature and records the date and time of day.

This facility plans to provide Individual Medical Services – IMS. When any changes to IMS is made a new plan must be submitted to the Department. Virginia Fagundes is a fully qualified infant director and has completed 16 hours of health and safety training including pediatric CPR and First Aid. There is a working telephone on site. The center has obtained an approved fire safety inspection from the Hayward Fire Department on 4/16/2021 for 100 infants.

Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The applicant is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

Zero Tolerance policies were explained. The center is found to be clean, safe, sanitary, and in good repair. A license for 100 infants operating out of classrooms (1, 2, 3, 7, 8, 11, and 13) will be issued effective today 4/28/2021.
