Licensing Program Analyst (LPA) Michelle Pascual met with Director Natalie Ritter or the purpose of an unannounced annual random inspection. Census included sixteen (16) preschool aged children supervised by three staff members who all have obtained a criminal record clearance through Alpine School District. Facility hours of operation are Monday - Friday 8:00AM - 5:00PM. The facility offers breakfast, lunch and a PM snack, which is prepared and delivered from the school district.

LPA toured all activity and classroom spaces, restrooms, food service, and outdoor play areas. Medications are appropriately stored and inaccessible to children. Currently IMS is not being provided. The facility has Epi-Pens on hand, just in case of an emergency. All sanitation products are stored and locked out of the reach of children. There are no bodies of water or fire arms on the premises. Furniture and equipment are in good condition. The Playground equipment and surfaces are free of loose or sharp parts and there is adequate substrate. Children bring their water outside when playing. Bathroom facilities are in safe, sanitary and operating condition. The floors appeared clean throughout the facility. The food preparation space is free of litter and all food was protected against contamination. Storage containers with solid waste have tight-fitting covers. Menus were posted and drinking water was readily available to children. LPA observed a roster and sign in sheet and a parent board with all correct postings.
Children take naps about 1:00pm and bring their own blankets. Mats are provided. Each Thursday the facility will wash the blankets, but they stay in the facility. Cubbies are cleaned each week as well.

LPA reviewed the current Staff and children's records for accuracy and completeness. Each child's file contained an emergency card and a medical assessment as well as all required documents. All staff files were complete with all required documents, immunizations and ECE units. At least one staff member present today has current Pediatric CPR and First Aid certification, which expires on 03/2021 and all staff have completed their Mandatory Reporting Training (AB1207), which all expire on 03/2021.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPAs reviewed AB 1207- California Child Care Worker: Mandated Reporter Training. The licensee must complete the training every two years starting January 1, 2018 and retain proof of completion in the facility file. The training can be could at: mandatedreporterca.com. LPAs observed all staff have completed the training. LPAs observed staff have completed the training.



This facility evaluation report was reviewed and discussed with Director; she stated she understands today's inspection. A Notice of Site Visit was provided and should remain posted for a period of 30 days for parental review. LPA provided the Child Care Advocates Program email address: childcareadvocatesprogram@dss.ca.gov, so Director can request to be added to the distribution list to receive Quarterly Updates. Designee was encouraged to the visit the department's website at WWW.CCLD.CA.GOV for information regarding child care updates, forms, regulations and legislation.
