13 | Licensing Program Analyst (LPA) Soleil Marx, met with Director, Natalie Ritter, for the purpose of opening and closing a complaint investigation regarding the above allegations. At the time of the inspection there was a census of 19 preschool age children being supervised by three staff and Director.
It was determined through staff interviews that on Tuesday, May 23rd, 2023, The Director and three qualified preschool staff were not able to come to work for various reasons. Due to the staffing crisis, the County of Education brought in three district employees, all of whom are background cleared, to act as substitute teachers on that day to keep the program open to service families.
LPA could not determine weather the substitutes had the qualifications, however Title 22 regulations state: 101216.3(h)Persons employed for clerical, housekeeping and maintenance functions shall not be included as teachers in the teacher-child ratio.(1)The licensee may use such persons as emergency substitutes for teachers while a qualified teacher substitute is being secured.
