13 | On 3/11/21 st 3:30pm Licensing Program Analyst (LPA) Mendez conducted a follow up complaint investigation meeting with Licensee Ronda Gambone and Director Morgan Callison to discuss report tele-inspection conducted via Zoom due to the current state of emergency regarding COVID-19 outbreak.
The licensee was interviewed on 10/09/2020 at 2:00pm. Licensee denied the following allegations: Staff force daycare children to sleep, staff inappropriately restrain children, Facility has a hazardous napping environment and lack of supervision resulting in children engaging in inappropriate activity.
Licensee mentioned that children are not forced nor are they restrained to sleep in their mats. Children have quiet resting time; they get books or a toy for being quiet for at least 20 minutes lying on their mat. Licensee did acknowledge that a child was disenrolled due to disruptive behavior.
LPA Mendez interviewed staff on 3/11/21 (See LIC 812) regarding if they had witnessed a staff member restraining a child. At the time there was no staff in the classroom that had witnessed the restraining of a child and the incident occurred once and that there was no physical restraint. The employee involved in the video footage currently no longer works there based on a personal choice that she left, she left on January 19, 2021.
LPA Mendez observed from the observations that the facility is clean, there are no hazardous materials in the napping area since children are spread out. LPA Mendez had also observed in the video that there was no physical restraining of a child during nap time.
