On 08/28/2019 Licensing Program Analyst (LPA) David Wilson conducted a case management inspection on this date and met with Administrator Mary Ann Cleary (licensee). This facility is located in an area that was under this county's sheriff's mandatory evacuation orders due the fires named "Camp Fire".

Prior to this inspection LPA has obtained the applicable occupancy permit including a letter from the water authority certifying the water service lateral and water main is complaint with water quality regulation standards. LPA has obtained fire marshal granted approval form for this building.
Per licensee, there has been an "extra large" water filtration system installed. Due to the "fires" an outside shed fell over and broke two windows that have been replaced. Smoke damage had occurred and replaced were all ducting, all ceiling tiles, all the flooring, an entire room's Sheetrock and light fixtures replaced, all six refrigerators that are located in each classroom have been replaced, fire extinguishers have been serviced and are operable, all indoor furnishings and carpets have been replaced.

Per licensee, due to fire damage replaced was the entire outdoor sprinkler system. Outdoor decking to the school age program playground is damaged and there is irrigation piping exposed (that was underground). There is a plan to immediately replace the decking with gravel. Until the above mentioned exposed "piping" is removed, licensee stated the school aged program playground will remain off limits.

Per licensee, there are currently no school aged children enrolled, but if those children become enrolled the existing pre-school playground, a waiver request can be submitted to request that the preschool playground may be utilized by school aged children at staggered times so they do not intermingle during outdoor activities. Licensee stated will communicate with LPA if school aged children become enrolled to address any updated playground activity time to ensure the appropriate ages of children participate with one another.

Licensee stated have adequate staffing to comply with ratio and capacity requirements and staffing to be added as needed for any future enrolment's.

Licensee stated all drinking water fountains are capped and not used. For drinking and otherwise potable water each classroom and outdoors are currently equipped with water dispensers with the drinking water in 5 gallon containers. Staff and children will use disposable cups for drinking water.
LPA inspected the facility and observed that the facility has the operating power and water utilities (including drinking water that will be dispensed into cups). All the rooms in this building and the preschool playground adequately clean and safe to operate.

With all the above information, this LPA has concluded that the facility is safe to operate as currently licensed.
