Licensing Program Analyst (LPA) Sandy Husband conducted an unannounced complaint visit, and met with the director, Stephanie Mock. It was alleged that staff spoke to daycare child inappropriately by telling the preschool child to “shut up” and staff kept day care child in soiled clothing for an extended period of time by leaving a child in the same diaper during a 7-hour stay at the daycare. The director was interviewed at 11 AM on 10/2/2019 during the initial complaint inspection and denied the allegations. The director stated that every time a child is changed or checked it is documented on the diaper log. LPA Husband verified that the log is very specific, however the facility no longer has the logs from when C1 attended. 12 staff and parents were interviewed on 10/02/19 and 12/10/19 and stated that children are changed every 1 to 2 hours and never left in soiled diapers or clothing and

there has been no inappropriate verbal exchange between staff and children, therefore allegations were denied. During today’s visit facility was toured and diaper log reviewed at 9:10 AM. LPA observed that 41 children were being supervised by 6 staff during circle time activities. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated. An exit interview was conducted with the Director. The Notice of Site Visit must be posted for 30 days.
