On January 4, 2023 at 10:00 AM, Licensing Program Analyst (LPA) J. Helton conducted an unannounced complaint inspection and met with Director Katie Love . It was alleged that staff are not meeting daycare children’s needs, specifically not ensuring that jackets, socks and shoes are worn while outside playing, and that staff are not wiping children’s runny noses.
The Director and Assistant Director were interviewed during the initial visit. Both denied the allegations and stated that when it is super cold outside, the infants aren't taken out. They stated that every infant will be dressed appropriately for outside cold weather play, and if they do not have their own jackets/sweaters they have loaner clothes they will put on them. Both stated they wipe noses and faces constantly and clean up their faces again during diaper changes.
Between the dates of January 26 and February 3, 2023, LPA attempted to interview 8 client/parents (P1-P8), 6 were successful. All client/parents that were interviewed had never witnessed or had any concerns with their infants not being dressed appropriately for outdoor colder weather play. P6 was the only interviewed client/parent that had any concern with wiping noses, all others felt the staff do the best they can.

On January 4, 2023, LPA interviewed 2 infant teachers/aides in regard to the allegations. Both stated that the infants are always dressed in their jackets, socks and shoes before going outside. S1 mentioned that baby shoes come off often, and they continuously put them back on. Both staff interviewed stated they do their best with wiping noses and face and do it all day long and that they keep tissues both indoors and outdoors

During the visit the facility was toured, copies of child roster and staff records were received and reviewed. LPA observed classrooms and playground and did not observe children not dressed appropriately for cold weather. LPA observed several boxes of tissues.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
