25 | An unannounced Annual/Random inspection was conducted at the facility by Licensing Program Analyst (LPA), David Wilson. The facility file was reviewed prior to this inspection on 10/15/2019 including the personnel report, which indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. This facility is located in the building of Feather River Parks and Recreation Department. Operating hours are normally 7:00am-5:30pm, Monday-Friday. This facility has a toddler component attached to this license and toddlers are kept physically separate from preschool children.
LPA met at the child care facility portion of the building with Teacher Zerimar Ramirez (responsible on this date for facility during LPA's inspection). The facility was toured inside and outside and the floor and yard plan were verified by Teacher Ramirez. The items which could pose a danger to children (detergents, cleaning compounds and medications) were inaccessible to children. Teacher Ramirez stated no poisons are stored in this child care facility portion of building and none were observed. The facility was free of flies, insects and rodents. The toys, floors, desks and other equipment and surfaces were clean, toxic free, safe and in good condition. There is uncontaminated drinking water available to children both indoors and outdoors. The children’s bathrooms were in safe and sanitary condition; a changing table in the toddler bathroom is within an arm's reach of the sink. For breakfast parents can provide their child food or otherwise there is a morning snack provided by this center. For lunch food is provided on site and there is an additional afternoon snack provided by the facility. A current menu was posted. Food prep areas are clean. Food is properly stored and free of contamination. Garbage cans containing solid waste have tight fitting lids. The playground was free of hazards. The playground equipment and surface areas were in safe condition. There is adequate cushioning underneath climbing structures and/or play equipment to absorb falls. There were no bodies of water observed. Teacher Ramirez stated no weapons are stored on site and none were observed. During today's inspection, staffing ratios were being met and there were a total of 42 children being supervised by at least seven teachers/aides.
