An Annual/Random inspection was conducted at the facility by Licensing Program Analyst (LPA) David Wilson. A prior review of the personnel record indicates this facility is a public agency. All individuals who require caregiver background checks have received criminal record clearances through the Butte County Office of Education. This facility operates from mid-August thru mid-June with child care hours Monday through Friday, 8:00am to 11:00am and 12:00pm to 3:00pm. The facility was toured inside & outside. The items which could pose a danger to children (such as detergents, cleaning compounds and medications) were observed to be inaccessible to children. Supervisor Casebeer stated poisons are not stored on site; none were observed. The facility was free of infestation of flies, insects and rodents. The toys, floors, desks and other equipment and surfaces were clean, toxic free, safe and in good condition. There are uncontaminated drinking water fountains available to children both inside the classroom and in the play yard. The children’s bathrooms were in safe and sanitary condition. Food is stored and provided on site. A menu was posted in a location visible to parents/guardians. The food storage and preparation areas were clean. Food was protected against contamination. Waste containers have tight-fitting lids. The playground was free of hazards and the equipment and surface areas were in safe condition with adequate cushioning underneath climbing/play equipment to absorb falls. There were no bodies of water observed. The supervisor stated no weapons are stored on site and none were observed. During today's inspection, staffing ratios were being met and there were ten children being supervised by three staff. The facility was operating within the licensed capacity. At least one staff member present during the inspection possessed current CPR and First Aid certifications. Five children’s records were reviewed and contained identification forms with authorized representative information, as well authorization for emergency treatment as needed by medical professionals. One staff records was revived and in compliance. The sign in/out procedure was reviewed and in compliance. This facility is providing Incidental Medical Services (IMS) to children; however no children are currently enrolled requiring IMS treatments.
