On 03/27/2024 at 11:15 am, an annual inspection was made to the facility by Licensing Program Analysts (LPAs), Elizabeth Friese and Sydney Sims. The operating hours are Monday–Friday 6:45 am - 5:30 pm. The facility was toured at 11:30 am inside and outside and the floor and yard plan submitted by the licensee were verified. Facility operates in daycare rooms 1-3, and childrens' bathroom. The off-limits areas are the staff bathroom and the kitchen.

The Director and staff were supervising 15 children, and operating within the licensed capacity and ratio requirements. There are no pools or bodies of water on the premises. The outdoor activity space was cushioned with wood bark and free of hazards.

6 children's records were reviewed at 11:58 am. 5 staff records were reviewed at 12:11 pm.

The following deficiencies were cited: During facility tour, LPAs observed @ 11:37 am that infant C7 was asleep on C7's stomach. LPAs also observed at 11:37 am that there was a mobile hanging above the crib C7 was napping in. At 11:40 am, LPA's observed 2 uncovered trash cans with diapers inside. At 12:11, during staff record review, LPAs found S1, S3 and S5 were missing LIC 503s. Also during staff record review, S2 is missing LIC 9052. At 11:58 am, during Children's record review, LPA's found that C7 did not have an Individual Sleep Plan on file. (see LIC 809D)

LPA Elizabeth Friese informed Director that this report dated 3/27/2024 documents 2 Type A citations which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care.


Also, LPAs Elizabeth Friese and Sydney Sims informed the Director to provide a copy of this licensing report dated 3/27/2024 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
