A required annual inspection was made to the facility by Licensing Program Analysts (LPAs) Sandy Husband and Laura Chavez. The facility file was reviewed prior to this visit. A review of the personnel report on 7/15/19 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

This is a Title 5 funded program and is operated by Chico Unified School District (CUSD). The facility’s operating hours are 7:45 AM to 5:00 PM, Monday - Friday. The facility was toured inside and outside and the floor and yard plan submitted by the licensee were verified. The items which could pose a danger to children (such as detergents, cleaning compounds and medications) were observed to be inaccessible to children. Poisons are locked in the cabinet above the sinks. The facility was free of flies, insects and rodents. The toys, floors, desks and other equipment and surfaces were clean, toxic free, safe and in good condition. The children nap on cots and bedding is washed weekly off-site and stored in the children's individual cubbies throughout the week. There is uncontaminated drinking water available to children both indoors and LPAs observed individual labeled water canteens are available for the children during indoor and outdoor play. The children’s bathrooms were in sanitary condition. A current menu was posted on the bulletin board. Food prep areas are clean. The kitchen was inspected and food is properly stored and free of contamination. Breakfast, lunch and snack is provided by the facility. Garbage cans containing solid waste have tight fitting lids. There is a working carbon monoxide detector and charged fire extinguisher in the facility. The playground was free of hazards. The playground equipment and surface areas were in safe condition. There is wood chip cushioning to absorb falls, but there are no climbing structures on site. There were no bodies of water observed on this facility property. The director stated no weapons are stored on site and none were observed. During today's inspection, staffing ratios were being met and 16 children were being supervised by one fully qualified teacher and two aids during outdoor play. The facility was operating within the licensed capacity. The emergency disaster drill has been completed within the last six months.

At least one staff member (S1) present during the inspection possessed current CPR and First Aid certifications which expires 7/24/19. 22 children’s records were reviewed at approximately 10:15 am, and contained identification forms with authorized representative information, as well as medical assessments, Immunizations, Emergency Forms, Parents Rights and Personal Rights forms. Two staff records were reviewed at 11 AM and contained health screening forms, Employee Rights, Mandated Reporter Training, CPR/1st Aid, and Education Units. The sign in/out procedure was reviewed and in compliance. This facility is not providing Incidental Medical Services (IMS) to children. The Department’s IMS policy was discussed with the Director. There were no Title 22 deficiencies cited during today's inspection.
