On 7/8/21 at 11:30 AM, an annual inspection was made to the facility by Licensing Program Analyst (LPA), Sandy Husband and met with the Site Supervisor Tamara Ferguson and Child Development Program Coordinator, Kathleen Corbett. The facility file was reviewed prior to this inspection. A review of the personnel report on 7/8/21 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. This program is a public agency that is funded by Title 5 and is operated by Chico Unified School District. The facility is located on the Parkview Elementary School campus. The facility’s operating hours are 7:45 AM to 5:00 PM, Mon-Fri. The facility was toured at 12:00 PM inside and outside and the floor and yard plan submitted by the licensee were verified.

The Site Supervisor stated no firearms or weapons are stored on site and none were observed. There are no pools or similar bodies of water. The items which could pose a danger to children (such as disinfectants, cleaning solutions and medications) are inaccessible to children. Poisons are locked in upper cabinet in the craft room. Furniture and equipment are in good condition and free of hazards. The outdoor activity space was cushioned with wood chips and free of hazards. Toilet and sinks are in sanitary condition and operating properly. The facility floors were clean and safe. Meals are prepared at McManus Elementary School kitchen and delivered to the facility. Food is properly stored and free of contamination. Trash cans have tight fitting lids. Drinking water is available to children both inside and outside via individual, labeled cups. rodents. The facility has a working carbon monoxide detector and there is a charged fire extinguisher rated at least 2A10BC. An emergency drill was conducted within the past 6 months on 6/2/21.

During today's inspection, staffing ratios were being met and there were 10 children being supervised by 4 teachers/aides during lunch and nap time. Children are not left without visual supervision at any time. The facility was operating within the licensed capacity. At least one staff member present during the visit (S1) possessed current CPR and First Aid certifications that expires on 3/9/22. The facility uses an electronic sign in/out program and if the electronic program is not available, a manual sign in/out sheet will be used with representative's full signatures and record of the time. Staff are provided on-the-job training, including sanitation and universal precautions. Children with symptoms of illness are not accepted, and children who become ill during the day are isolated in the Site Supervisor's office. A weekly menu was posted during today's inspection.

Five children’s records were reviewed at 1:00 PM, and contained emergency identification forms and medical assessments. Four staff records were reviewed at 12:30 PM and contained health screening forms, mandated reporter training that expires 9/15/22, education and proof of immunizations.

All licensing reports are public information and must be made available upon request for at least three years.

Notice of Site Visit shall be posted for 30 days from today's visit.

There were no Title 22 deficiencies cited during today's inspection.
