The facility inspection was conducted via video due to the current state of emergency regarding the COVID-19 outbreak. May 11, 2021, Licensing Program Analyst (LPA) Snow conducted an unannounced complaint inspection and met with the director, Heather Lingemann to deliver findings. It was alleged that Staff handled day care child in rough manner; specifically, that a child was picked up in rough manner when misbehaving. On March 26, at 4:30 PM the director denied any knowledge of rough handling. She did say some kids have had to be physically separated to avoid them injuring each other but that staff did not pick them up or handle them in a rough way. The director also stated that there is no video available of the incident in question which allegedly occurred on 3/9/2021. The LPA interviewed 14 witnesses, including 7 parents, 3 children and 3 staff and none of them corroborated the allegation stating that they have not seen children handled roughly, therefore the allegation is Unsubstantiated. It has been alleged that the Facility is not providing activities to meet the needs of children in care; specifically, that they do not have toys and books available to the children. Director said children do have access but that they are limiting some of the things they put out due to COVID: During the tour on March 26th, the LPA saw some containers of toys that children have access too: Coloring activity, Dinosaurs & building blocks were available; director said they are rotating manipulative toys about every 2 weeks and that previously there was an engineering tinker toy type of game out. The director said she only keeps 6-8 hardback books at a time, and they were observed by the LPA. Director said soft books are reserved for teachers’ book & story time. The director sent a list of activities to clarify when the toys & books were available for play. The LPA interviewed 14 witnesses, including 7 parents, 3 children and 3 staff and none of them corroborated the allegation stating that there are books and toys available to children therefore the allegation is Unsubstantiated.

It was alleged that there have been improper interactions between children because of a lack of supervision that resulted in an inappropriate interaction between children. The director denied this on 3/26 and said they just had a training with the staff in regard to observing the entire playground. She is not aware of any improper interactions between children. She is not aware of unreported injuries. The LPA interviewed 14 witnesses, including 7 parents, 3 children, 1 witness and 3 staff and none of them corroborated the allegation by stating that there were not aware inappropriate interactions between children or that they believe the supervision to be sufficient. Only one witness did say they thought there was an issue with supervision because they were given conflicting stories as to why a child fell and were not informed of some minor scratches. The LPA requested a copy of the video from 3/9/2021 but the director said it is not available (the facility video system keeps recordings until the 2 terabytes and then starts recording over itself). The facility provided a staff schedule with contact numbers, facility roster and activities schedule.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated. An exit interview was conducted. The Notice of Site Visit must be posted for 30 days.
