On 03/06/2020, Licensing Program Analyst (LPA) Melissa Guirit met with Director, Mardiann Kaneko for an UNANNOUNCED ANNUAL RANDOM INSPECTION. Present for this inspection were 6 staff members and 27 preschoolers upon LPAs arrival. Director took LPA to tour the entire facility to conduct a Health and Safety Inspection. The facility's operating hours are from 7:30 AM to 6:00 PM.

The center has sufficient heating, ventilation and lighting for safety and comfort. There are ample age appropriate toys that appear to be safe and in good condition. LPA observed a sufficient number of mats which are stored appropriately. There are no bodies of water accessible to children in care. The furniture and equipment is in safe condition and is free from sharp, loose or pointed parts. The facility has a fully charged 3A40BC fire extinguisher, pull down fire alarm, working smoke detector, working carbon monoxide detector, working telephone, and First Aid Kit. All hazardous materials and toxins are kept out of the reach of children. All hand washing and cleaning areas are in safe and sanitary operating condition. All storage containers for solid waste had a tight-fitting cover on. All surfaces accessible to children are clean and toxic free. The sign in/out clipboard was reviewed and the number of children present matched the number of children that are signed in. Snack is provided by the facility and the menu is posted and visible for review. Director stated that the children bring their own lunch. All children's medicine is stored in the facility's kitchen area which is inaccessible to the children and are correctly labeled. There are two outdoor play areas used by this facility. The facility shares a play yard with another preschool at this same address and a waiver is posted for visible review. The playground equipment is in safe condition and free from sharp, loose or pointed parts and the areas around or under high climbing equipment has appropriate cushioned material that absorbs a fall. Safe drinking water is provided both indoors and outdoors. The daily schedule was also observed and posted for visible review.

All staff subjected to criminal review have been cleared and associated to the facility. At 10:50 AM, LPA requested the staff and children files. LPA reviewed (3) children's and (5) staff files. Each child's files contained a copy of their Admission Agreement for review. Each staff's files contained a copy of their health screening, CPR and First Aid valid for opening and closing on site and their educational background.

Individual Medical Services (IMS) policy was discussed.

LPA reminded that ALL staff members, volunteers or frequent visitors that are 18 years of age or older must be fingerprint cleared and associated to this facility prior to being in the presence of children in care or an immediate civil penalty will be assessed from $100 to $3000 per person, per incident. Mandated reporter training must be renewed every two years. All forms can be downloaded at www.ccld.ca.gov


There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and appeal rights were provided and discussed.
