On 6/13/22 at 11:45 am Licensing Program Analysts (LPAs) Christina Watts and Monica Mathur conducted an unannounced Annual inspection of City of El Cerrito Community Services- Harding Park. This facility is a school age program which is located on the premises of Harding Elementary School. LPAs met with Program Director, Eden O'Brien Brenner and explained the purpose of today's inspection. LPAs were granted the inspection authority to enter the facility. Facility is currently closed for the summer as of June 7th, 2022. Facility will reopen for school age care on August 22, 2022. Facility's operating days and hours are Monday to Friday from 1:30 PM - 6:00 PM in 2 classrooms. Facility's morning session has been discontinued for the time being. Facility has not had an annual inspection since 2017.
The physical plant was inspected. LPA toured the premises with the Director.
Indoor space: There were no children present at the inspection. The classroom, restrooms, food storage areas and spaces accessible to children were inspected. Disinfectants, cleaning solutions, poisons and other items that are dangerous to the health and safety of children were stored in places inaccessible to them. Storage areas for poisons were locked and medications were kept in a safe place inaccessible to children. Cabinets, drawers, and rooms used for storage were locked. Furniture and equipment were age appropriate and in good condition, free of sharp, loose, or pointed parts. Restrooms for children were observed to be in safe, sanitary, and functioning condition. Floors were clean and free from tripping hazard. Foods and beverages were stored safely. Food storage area were clean, free of litter, rubbish. Trash cans for solid waste had tight-fitting covers on and were in good repair. Director stated that facility does not possess nor store any weapons on the premises. LPA observed a working Fire extinguisher, Smoke and Carbon Monoxide Detectors, and fire pull stations. All toilets, hand washing areas were observed to be in safe and sanitary operating condition. All materials and surfaces accessible to children appeared to be toxic free.

Outdoor Space: Outdoor play yard and field was not observed in today's inspection as facility is closed for the summer.
File Review: No files were reviews as children were not in care at today's inspection. Last Fire Drill was conducted in March 2022.
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

In the areas that were evaluated, no regulatory violations were observed.
At 12:40 pm, Exit interview conducted and report was reviewed with the Director, Eden O'Brien Brenner. Notice of Site Visit was given and must remain posted for 30 days.
