Licensing Program Analyst (LPA) Paul Petersen conducted an unannounced required annual site inspection for this Title 5 facility at 0905. LPA met with head teacher, Katy Vanoni. Also present at the time of LPA's arrival were teaching staff, Cynthia Washington, and thirteen preschool age children in care. Program Coordinator, Olanrewaju Ajayi, and Early Learning Office Supervisor, Demi Branch, arrived while LPA was present and accompanied LPA during a health and safety inspection of all areas licensed for use by children in care. This program is operated by West Contra Costa Community Unified School District out of one classroom (Room 119) on the grounds of Lincoln School. The program operates part time programs from 0815-1115 and 1200-1500. All staff present are background cleared per WCCUSD. The facility is within ratio and capacity.

Furnishings and equipment are age appropriate and in good repair. Floors and surfaces, including counter tops, are free of toxins and hazardous conditions. All hazardous items/cleaning supplies are stored inaccessible to children in care via off limits cabinets and child safety latches. Electrical outlets have safety coverings.

There is a fully charged fire extinguisher and working carbon monoxide detector present in the classroom. There is a centralized smoke detector/fire alarm system.

This facility provides breakfast to the morning class and lunch to the afternoon class which is provided by the on site school kitchen. There is a menu posted. The classroom including prep and storage areas appear free of pests. Drinking water is observed to be available for children in care via a working water fountain and water pitchers and cups. Sinks and toilets are age appropriate and in good repair.

The play ground/outdoor area is fully enclosed/fenced and is shared between this preschool program and Lincoln School Kindergarten children on a schedule to ensure no commingling of the different age groups. The climbing structures/equipment are age appropriate and securely anchored with cushioning under and around the equipment. There are no accessible bodies of water present.

LPA reviewed the facility, personnel and children's records including children's health screenings, immunization records, parents' rights forms, and emergency ID forms and staff teaching qualifications and immunization records. All required postings are present including one waiver for the playground area. Both staff present have current CPR/First Aid certification.

Kathleen Vanoni is a qualified teacher and Program Coordinator, Ajayi Olanrewaju, is a qualified director with administration course work.

This facility provides Incidental Medical Services-IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children's, personnel, and administrative records. There were no deficiencies cited during this inspection. A notice of site visit was provided and posted and is to remain posted for 30 days. A copy of this report was provided and this report is to remain in the facility records for a period of three years.
