On 02/01/2023 at 3:30 PM, Licensing Program Analyst (LPA) Christina Watts conducted an unannouced Case Management inspection at The Growing Room - Tassajara Hills. LPA met with Director, Michelle Van Arkel and explained the purpose of this visit. During today's inspection, there were 53 school aged children in care with 8 staff including the Director. Director stated there are 75 children enrolled. Facility is located on Tassajara Hills Elementary School. Hours of operation are Monday - Friday: 6:30 AM - 6:00 PM.

LPA is following up on an self reported unusual incident that facility reported on 01/26/2023. On 01/25/2023, C1 was upset at C2, C3, C4 and started to kicked, hit and scratch children. Director stated children asked S1 for assistance. Director stated S1 went to help the children and C1 started to hit S1. S1 stated they lightly grabbed the child to assist C1 with walking away from the children. Director stated S2 seen the incident and called for the Director help. The Director stated she told S1 "don't touch C1. Just let C1 go" and S1 let go of C1.

Based on interviews and observation, S1 handled C1 in an aggressive manner which violated C1's personal rights. Facility was out of compliance with Title 22 of the California Code of Regulations.

At this time, there are no citations being issued today for this report. Exit interview conducted and report was reviewed with the Director, Michelle Van Arkel. A notice of site visit was given and must remain posted for 30 consecutive days.
