Licensing Program Analyst (LPA) Paul Petersen conducted an unannounced random annual site inspection for this facility at 1215. LPA met with director, Lawanda Betts, and toured all areas of the facility licensed for use by preschool age children. Also present at the time of LPA's inspection were 26 napping preschool age children and two teaching staff. Two additional teaching staff were on break at the time of inspection. Two of the teaching staff were qualified teachers and two were aides. The facility was within ratio and capacity. All adults present are background cleared.

This program is the preschool component of a combination center and operates out of three rooms. All rooms were inspected for health and safety. Furnishings are age appropriate and in good repair. Floors, counters and surfaces are free of hazardous conditions. There were no hazardous items/toxins observed to be accessible. Toilets and faucets are age appropriate and in working condition. Per facility director, there are no firearms stored or present on the premises. First aid supplies were inventoried.

This facility serves breakfast, lunch and snacks. There are menus posted. There is indoor and outdoor drinking water available for children in care via working drinking fountains, water jug with cups and individual sippy cups. Food prep and storage areas were inspected and are clean and appear free of pests. There is a working smoke detector, working carbon monoxide detector and fully charged fire extinguisher present. The most recent fire department inspection was within the past six months.

This facility provides Incidental Medical Services-IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children's, personnel, and administrative records. There are storage cubbies available for children's belongings. Napping equipment is in good condition and sleeping linens/blankets are stored and used per individual child.

The facility's outdoor play area is fully fenced and free of observed hazards. There is one piece of high climbing equipment/slides which is securely anchored and free of broken/sharp pieces. There is cushioning around and under the climbing equipment. There are no pools or other bodies of water accessible to children. The outdoor play area is also used by the school age program at this facility. Use of the area is per a schedule to ensure the preschool and school age programs do not commingle.

LPA reviewed the facility, personnel and children's records including children's admissions agreements, parents' rights forms, and emergency ID forms and staff teaching qualifications and background clearances. Teacher qualification form was completed for one staff during this inspection. All required postings are present. Multiple staff present have current CPR/First Aid certification. At 1:10, LPA observed that there were 26 children present and 17 children signed in to the facility.

Staff are also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

The attached Type B deficiency was cited during this inspection. Appeal rights was provided and a notice of site visit was provided and is to remain posted for 30 days. A copy of this report was issued and is to remain in the facility records for a period of three years.
