On April 9, 2024 at 10:15AM, Licensing Program Analysts (LPA's) B.Crass and A.Curry met with Head Teacher, Alicia Carmona or an unannounced annual/random inspection. The Program Coordinator Olanrewaju Ajay arrived during the visit. The preschool classroom and playground were toured to conduct a Health and Safety inspection. This preschool is located on the grounds of Washington Elementary School. The preschool offers AM and PM care, and the hours of operation 8:15am to 11:15am for the AM, and 12-3PM for the PM. The preschool had 21 children present during the visit. There were 3 additional staff present.

The classroom furniture, floors and equipment appear to be safe, clean and in good repair. All materials accessible to children are toxic free. There is uncontaminated drinking water readily available to children. The bathroom sinks and toilets are in sanitary and operational condition. There are no bodies of water, or free-standing water, accessible to children. LPA did not observe any disinfectants, cleaning solutions, poisons or any other dangerous items accessible to children. The preschool provides meals to children in care. The food prep area is clean, free of litter, rubbish, and rodents. The outdoor area is free of debris with shade for the children in care. The center has ample first aid supplies, working telephone, and a carbon monoxide detector.

Per the Program Coordinator, there are no firearms stored on the premises. The licensee takes measures to keep the facility free of insects and rodents. A review of children's and staff files was completed. At least one opening/closing staff member has a current CPR/First Aid certificate. There are no children in care who require medications currently. The facility is operating within the limits of the licensed capacity today and abiding by the required ratio. LPA observed staff interaction with, and supervision of children, and did not observe any child left without supervision.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.

CCC has completed required lead testing and Licensing has completed all follow up regarding lead.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
