Licensing Program Analyst (LPA) Paul Petersen conducted an unannounced random annual site inspection for this facility at 0925. Present at the time of LPA's arrival were 18 children in care and six teaching staff. One additional teaching staff arrived within 10 minutes of LPA's arrival for a total of seven teaching staff consisting of five qualified teachers and two aides. The facility is within ratio and capacity. All adults present are background cleared.

Director Desiree Garland arrived while LPA was present and assisted with a tour of all areas licensed for use by children in care. This program operates out of two rooms on the grounds of Contra Costa College. Buildings and grounds are maintained by Contra Costa College. The crib area has four cribs present. Mats are also available for older infant napping. Furnishings and equipment, including infant sleeping equipment, are age appropriate and free of broken/sharp pieces. Young infant activity space is separate to infant crib space. Surfaces including floors and counter tops are free of hazards and toxins. There were no hazardous items/toxins observed to be accessible to children in care today. The changing room area has multiple changing tables that are within arms length of working water faucets.

The smoke detector/fire alarm system is centralized and the facility has had a fire department inspection this year. There are multiple working carbon monoxide detectors and multiple fully charged fire extinguishers.

This facility provides breakfast, lunch and snacks to children which are catered from CSD Brookside kitchen. There are menus posted. Food preparation areas are kept clean and free of pests. Drinking water is available indoors and outdoors via working water faucet and drinking cups.

This program has two outdoor play areas, one for the older infants and one for the younger infants. Both areas are fully fenced. There are no pieces of high climbing equipment or swings present. Play equipment is age appropriate and free of broken/sharp pieces. There is appropriate cushioning under and around play equipment.

LPA reviewed the facility, personnel and children's records including children's admissions agreements, infant needs and services plans, and emergency information forms, staff teaching qualifications including infant course work and staff background clearances. This facility serve children up to 36 months of age with signed parental agreement. Multiple staff present have current CPR/First Aid certification. All required postings are present.

This facility provides Incidental Medical Services-IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children's, personnel, and administrative records. Infant Safe Sleep PIN Packet was provided and reviewed.

There were no deficiencies cited during this inspection. A notice of site visit was provided and posted and is to remain posted for 30 days. This report is to remain in the facility records and available for public review for a period of three years.
