On Thursday, 7/11/24, at 11:45AM, Licensing Program Analyst (LPA) Brittany Crass, met with Director Karla Sparks-Hunter for an unannounced Annual/Random inspection. The center and playground were toured to conduct a Health and Safety inspection. The hours of operation are Monday thru Friday 7:30AM to 5PM. LPA observed 16 children with 3 staff members and a teenage assistant in room #2, 11 children with 3 staff members in room 4a/4b, and 15 preschoolers, with 4 staff members in room 6. All teachers have an eligible fingerprint clearance.

The preschool consists of three classrooms (#2, #4a/4b, and #6) at the YMCA. The classroom furniture, floors and equipment appear to be safe, clean and in good repair. All materials accessible to children are toxic free. The heating and lighting are sufficient. There is uncontaminated drinking water readily available to children. The bathroom sinks and toilets are in sanitary and operational condition. There are no bodies of water, or free-standing water, accessible to children. All storage containers for solid waste have tight fitting covers that are kept on, and in good repair. LPA did not observe any disinfectants, cleaning solutions, poisons or any other dangerous items accessible to children. The center provides meals to children in care. All food is stored appropriately. The outdoor area is neat clean and free of debris with shade for the children in care. The center has ample first aid supplies, working telephone, and a carbon monoxide detector.

Per the Director, there are no firearms stored on the premises. The Licensee takes measures to keep the facility free of insects and rodents. A review of children's and staff files was completed. At least one opening/closing staff member has a current CPR/First Aid certificate. The facility is operating within the limits of the licensed capacity today and abiding by the required ratio. LPA observed staff interaction with, and supervision of children, and did not observe any child left without supervision.

The facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.

CCC has completed required lead testing and Licensing has completed all follow up regarding lead.

LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
