On June 4, 2024 at 2:35pm, Licensing Program Analyst (LPA) Indira Loza conducted an unannounced Annual Continuation Inspection. LPA met with Program Coordinator Romina Garcia-Vieyra and explained the purpose of today's inspection. This facility has three waivers posted on the parent board. There were 5 School-Age participants and 4 fingerprint cleared staff. The ratio was being met today. The facility was toured for a health and safety inspection. The operating days and hours are Monday - Friday 9am-6pm.

Indoor space: Facility operates out of one large multipurpose room that can be sectioned off into two rooms. Disinfectants, cleaning solutions, and other items that are dangerous to the health and safety of children were stored in places inaccessible them. Furniture and equipment were age appropriate and in good condition, free of sharp, loose, or pointed parts. Restrooms for the participants were observed to be in safe, sanitary, and functioning condition. Floors were clean and free from any tripping hazards. LPA observed a fully charged 3A40BC fire extinguisher, a working Smoke detector and a working Carbon Monoxide Detector. The last Fire Drill was conducted on May 15, 2024. The participants are brought in by school buses. The Facility’s License, Parents’ Rights, and Personal Rights, were observed to be posted. When school is out and the facility is conducting spring/summer camps, lunch and snacks are provided; but when school is in session the participants bring their own food and one afternoon snack is provided. The license has a waiver allowing for participants in the program to be between 18-22 years old.

Outdoor Space: The courtyard was inspected and observed to be fully fenced and safe. The outdoor equipment was maintained in good condition and free of hazards. LPA Observed plenty of shade for the participants in care. There were no bodies of water observed. There is a drinking fountain in the yard.

File Review: All files contained the required documents. There was at least one staff with current certification in Pediatric CPR/First Aid present at the facility during today's inspection. All staff had a current Mandated Reporter Certificate. The center completed the required lead testing and have removed the water fountain that had an exceedance and replaced it with an electrical outlet.

Program Coordinator is reminded that any person who works in a child care facility shall complete Mandated Reporter training and renew the training every 2 years at Mandatedreporterca.com. California Law requires Child Care Centers to report unusual incidents or injuries to participants in care to the, participants parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or e-mail. The Children/participant Roster must be properly maintained, and fire/disaster drill every six months must be documented.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). CCC completed testing and remediated the lead exceedance.

LPA referred Licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) .
