25 | On 7/6/21 at 10am, Licensing Program Manager (LPM) Loretta Dyson arrived at the facility for an unannounced case management inspection. LPM met with the owner, Irina Grinsphan. There were 79 children and 15 additional staff members also present. The facility has submitted an application for a capacity change and room addition. This is a combination center, with a preschool component and the other component is an infant component with a toddler option. LPM toured the classrooms, bathrooms and outdoor spaces to be used by children, to conduct a health and safety inspection and verify measurements.
INDOORS: 3,573.09 square feet= 102 children
OUTDOORS: 11,625.92 square feet= 155 children
A fire clearance that includes a total capacity of 171, with 54 infants, 18 toddlers, and 99 preschoolers, was received from the Contra Costa County Fire Protection Department on 6/21/21.
LPM observed that all of the classrooms have sufficient heating, lighting and ventilation for the safety and comfort of children and staff. The classroom floors and surfaces appear to be safe and in good repair. There is an ample supply of age appropriate furniture, toys, activities and equipment which appear to be in good condition and safe. The 8 toilets and 13 sinks available to children are in sanitary condition today, and there is a separate bathroom for staff. LPM observed that the outdoor play area is fenced, free of hazardous conditions, has a sufficient amount of shade and age appropriate toys, activities and equipment. LPM did not observe any bodies of water, hazardous items, toxins or medication accessible to children today. LPM observed all required postings, including those related to COVID-19. The facility is equipped with first aid kits, a working telephone, carbon monoxide detector, centralized smoke detection system, pull down fire alarms and fully charged 2A10BC fire extinguishers.
The preschool license will have a total capacity of 99, effective today 7/6/21. There are no deficiencies being cited today. This report will remain on file for 3 years. A Notice of Site Visit was provided and the owner was reminded to have it posted for 30 days. An exit interview was conducted and appeal rights were provided. |
