On 11/2/22 at 11:30am, Licensing Program Analyst (LPA) Catherine Fernandes arrived unannounced for an annual continuation inspection and met with Director Emily Shoop and owner Irina Grinsphan. Present for the inspection were 44 infants in care and 14 additional staff. The center is located in the Hillcreast shopping center. The center has an additional preschool component attached to the location. The entire center was inspection for a health and safety check. Operating hours are Monday through Friday 7:00am to 5:30pm.

The infant center has five classrooms towards the back of the center and are named Galaxy, Milky way, Rocketeers, Shining Stars and Astroids. The center has separate sleeping areas for the crib age infants, with a total of 17 cribs. Sleeping cots are available for older infants. Changing tables are available in each classroom within arm’s length of the sink. There are enough towels and soap supplies. The staff have separate adult bathroom. Classrooms have trash cans with tight fitting covers for the disposal of solid waste.



The facility is clean and well organized with age appropriate furnishings and equipment. Surfaces including floors and counter tops are clean and toxic free. Hazardous items/toxins are inaccessible to children in care. There are no bodies of water accessible to children in care in or around the center. The facility provides lunch and snacks for the infants, menus were appropriately posted. Any milk/formula bottles brought from home were properly labeled.
The center is using electronic sign in/out and paper sign in/out for parents that do not have access. Disaster drills are conducted at least once every six months, the last drill was conducted 10/10/22. The facility has multiple fully charged 3A40BC fire extinguishers throughout the building. There are smoke detectors throughout the center, the fire system is hardwired with sprinklers throughout. The carbon monoxide detector is located in the kitchen area which was tested and in operational condition. There is heating and ventilation in the classrooms for the comfort of the infants.

The infants have a fully fenced outdoor space with padding and age appropriate toys. All equipment was inspected and is in safe condition and free from sharp, loose or pointed parts. There is shade available for the infants. Access to drinking water is available by personalized water bottles.

Five children's records were reviewed and were current and complete. Safe sleep logs, along with sleeping plans are maintained. Staff files were reviewed. Opening and closing staff have current CPR and first aid training. Staff have the required Mandated Reporter training.

All documents required to be posted were appropriately posted on the walls: License; Emergency Disaster Plan; Earthquake Preparedness checklist; Notification of Parents Rights; Personal rights; Child seat belt laws; menus; daily activity schedules. First aid kit were complete and current.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
