On 7/6/21 at 10am, Licensing Program Manager (LPM) Loretta Dyson arrived at the facility for an unannounced case management inspection. LPM met with the owner, Irina Grinsphan. There were 29 children and 15 additional staff members also present. The facility has submitted an application for a capacity change, as they will be using a room previously designated for infants for the preschool component. This is a combination center, with an infant component with toddler option and the other component is preschool. LPM toured the classrooms, bathrooms and outdoor spaces to be used by children, to conduct a health and safety inspection and to verify measurements.
INDOORS: 1,613.77 square feet (per previous measurements on 4/25/17)= 46 children
OUTDOORS: 2,427.39 square feet= 32 children
A fire clearance that includes a total capacity of 171, with 54 infants, 18 toddlers, and 99 preschoolers, was received from the Contra Costa County Fire Protection Department on 6/21/21.
LPM observed that all of the classrooms have sufficient heating, lighting and ventilation for the safety and comfort of children and staff. The classroom floors and surfaces appear to be safe and in good repair. There is an ample supply of age appropriate furniture, toys, activities and equipment which appear to be in good condition and safe. The changing tables are within arms reach of a sink, and there are 6 sinks available. There is a separate bathroom for staff. LPM observed that the outdoor play area is fenced, free of hazardous conditions, has a sufficient amount of shade and age appropriate toys, activities and equipment. LPM did not observe any bodies of water, hazardous items, toxins or medication accessible to children today. LPM observed all required postings, including those related to COVID-19. The facility is equipped with first aid kits, a working telephone, carbon monoxide detector, centralized smoke detection system, pull down fire alarms and fully charged 2A10BC fire extinguishers.

The infant license will have a total capacity of 46, with up to 17 crib age children and 18 toddlers, effective today 7/6/21. There are no deficiencies being cited today. This report will remain on file for 3 years. A Notice of Site Visit was provided and the owner was reminded to have it posted for 30 days. An exit interview was conducted and appeal rights were provided.
