1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 3/27/24 Licensing Program Analysts (LPAs) Monica Mathur and Brindha Govindasamy conducted an unannounced Annual inspection at A Small World Infant & Toddler Center. LPA met with Licensee/Director, Haseena Dawud and explained the purpose of today's inspection. Facility's operating days and hours are Monday to Friday 7:30 AM to 5:30 PM. There is a waiver for use of outdoor space on file and posted near front entrance. Facility operates in 7 rooms, but currently using 5 rooms. Present during inspection were: Infant Room #1: 4 infants, 1 full qualified teacher, 1 Aide (no units) Infant Room #2: 4 infants (3 napping/1 awake), 1 full qualified teacher Toddler Room #1: 5 toddlers, 1 fully qualified teacher Toddler Room #2 (24m-36m): 11 toddlers, 1, full qualified, 1 teacher Facility is in compliance with ratio requirement during inspection. Children were engaged in various activities under the visual supervision of the teachers. Indoor Space: the physical plant was inspected with the Director. Rooms and in-use areas were inspected. Food and feeding bottles were labeled and stored safely. Food storage areas were sanitary. Trash cans for solid waste had tight-fitting covers on and were in good repair. The napping area had cribs and was cordoned off from the activity area by dividers. Napping equipment is appropriate. The infant changing table has raised sides at least 3 inches in height, a vinyl changing pad at least 1 inch thick and in good condition. Disinfectants, cleaning solutions and other items that are dangerous to the health and safety of children were stored in places inaccessible to them. Cabinets, drawers, and rooms used for storage were locked. Floors were clean and free from tripping hazard. LPA observed a working fire extinguisher, smoke and carbon monoxide detectors.

Outdoor Space: Outdoor activity space was inspected and observed to be safe. The play equipment is age appropriate and maintained in good condition and free of hazards. There were no bodies of water observed.
File Review: Sign in and out procedures and logs were reviewed. A sample of children and staff files was taken for review. LPA reviewed the Needs and Services Plan which were updated quarterly, Safe Sleep Plan LIC9227 and Sleep Logs. There was at least one staff member with current certification in Pediatric CPR and First Aid present at the facility during inspection. A copy of Children Roster was obtained.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Director and the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

In the areas that were evaluated, no regulatory violations were observed.

Technical Violations/Advisory Notes were issued for changing table, sleep sacks, outdoor air conditioning unit area, staff mandated reporter training. LPA extensively discussed and consulted about reporting requirements for infectious sickness in specific, child biting incidents, staff infant toddler units/qualifications.

Exit interview conducted and report was reviewed with Director, Haseena Dawud. A Notice of Site Visit was given and must remain posted for 30 days
