On 8/25/21 at 9:50am Licensing Program Manager (LPM) Loretta Dyson arrived at the facility for an unannounced 1 year required inspection. LPM met with Danyelle Coach, the center director. There were no children or staff present for the school age component. The school age program is one component of this combination center, and the other components are the infant and preschool programs. The center is open Monday-Friday 6:30am-6pm, and the school age program has a before and after school session.

LPM toured the areas that are used by the school age component, which include classrooms 3 and 4, bathrooms, kitchen and playground to conduct a health and safety inspection. LPM observed that both classrooms have sufficient heating, lighting and ventilation for the safety and comfort of children and staff. The classroom floors and surfaces appear to be safe and in good repair. There is an ample supply of age appropriate furniture, activities and equipment which appear to be safe and in good condition. There is adequate storage for children's belongings. The toilets and sinks available to children are in sanitary and operational condition today, and there is a separate bathroom for staff. The director's office and the staff bathroom are used for the isolation of sick children. LPM observed that the kitchen is clean, free of hazards and adequately equipped. The facility serves meals and snacks to children and LPM observed a menu, dated at least a week in advance, posted. LPM did not observe any food stored with cleaning supplies. The facility uses individual water bottles, disposable cups and water jugs, to supply water for children both indoors and outdoors.

The playground is fully fenced and shade is provided by the trees and canopies. There is an ample supply of age appropriate equipment and the play structure is secure and anchored, and has sufficient cushioning underneath to absorb the impact from a fall. There is a locked shed on the yard. LPM did not observe any bodies of water, hazardous items, toxins or medication accessible to children today. All required forms are posted. The last disaster drill was completed on 5/5/21.

The facility is equipped with first aid kits, a working telephone, working carbon monoxide detectors, a centralized smoke detection system, pull down fire alarms and fully charged 3A40BC fire extinguishers.

The facility has sign in/out sheets and is in compliance with the sign in/out procedures with parents/guardians signing children in/out with a full signature. LPM reviewed 3 children's files and staff files. Children's files reviewed have completed emergency information forms and medical assessment. Staff files have proof of qualification, proof of required immunizations and proof of completion of the mandated reporter training. LPM verified that staff who drop off/pick up school age children have a valid driver's license. The director confirmed that vehicles used to transport children have appropriate and working passenger restraints. LPM verified that at least one opening/closing staff member has current CPR/First Aid certificates.

Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm. The director confirmed that there are no children currently enrolled that require medication to be provided while in care.

The director was reminded to review information related to applicable regulations on Licensing's website at www.ccld.ca.gov. LPM reminded the director to adhere to all requirements within the regulations at all times including supervision, personal rights, unusual incident and injury reporting, and criminal record clearance and association requirements. The director was encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. LPM reminded the director that the mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

There are no deficiencies being cited, based on the inspection conducted today. This report shall remain on file for 3 years. A Notice of Site Visit was given and must remain posted for 30 days. An exit interview was conducted and appeal rights were provided.
