1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On March 24, 2023 at 9:05am, Licensing Program Analyst (LPA) Julia Placencia arrived at the facility unannounced for a Required 1-Year Inspection. LPA met with assistant director Gabriela Herrera. There were eight infants and two teachers present during the inspection. This program is part of a combination center which also includes preschool and school age components. The infant program only accepts infants over 12 months old and operates in room #5. The facility was toured for a health and safety inspection. The hours of operation are Monday through Friday, 7:30am to 5:30pm. The indoor and outdoor activity space for the infant program is physically separate from the preschool and school-age components. Furniture and napping equipment observed during inspection were age appropriate and in good condition. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children were inaccessible during the inspection. Sinks were clean and in operable condition. The floors were free of tripping hazards. Kitchen/food preparation and storage areas were observed to be clean, and free of evidence of rodents, and food is protected against contamination. All storage containers for solid waste have tight-fitting covers that are in good repair. Drinking water is available both indoors and outdoors. The center provides lunch and snacks, and menus were posted for parents to view. There are no pools or similar bodies of water at this facility. Outdoor activity space and playground equipment were observed to be safe, free of hazards and had appropriate cushioning material to absorb falls. There is a shaded area provided for the children. Fire/Disaster Drills are conducted monthly and logged. Required licensing documents were posted. Fire extinguishers, carbon monoxide and smoke detectors meet State Fire Marshall standards. The facility is operating within its licensed capacity. The facility is within ratio today with 1 teacher supervising no more than 4 Infants. LPA did not observe any child left without visual supervision during the inspection. LPA verified both opening and closing staff have current CPR/First aid training. A physical census was taken of all children present and crossed referenced with the sign in and out sheets. ***Continued on LIC 809C...

At 12:15pm, children and staff files were reviewed and contain required licensing documents. The facility maintains infant sleep logs, and needs and service plans. Teachers present today meet the qualification requirements, have current mandated reporter training and required immunizations.

Assistant director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Assistant director was encouraged to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates, and to also email childcareadvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list.

LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

There were no deficiencies observed during today’s inspection.
