On 02/10/2020 at 9:00am Licensing Program Analysts (LPAs) Jaylena Miller and Cherie Acosta conducted an unannounced annual required site inspection for The Lil Genius Kids. LPAs met with Makita Fontenot, Director, and Ying Cui, owner. Also present at the time of this inspection was 4 staff and 8 infants. The facility is within ratio and capacity compliance. This program operates out of three classrooms, the baby Koalas, lil Zebras and lil lions rooms. All classrooms were inspected for age appropriate furnishings and equipment, adequate storage for children’s belongings. Cleanliness of floors and surfaces, the presence of working carbon monoxide detector, smoke detectors which are both monitored together by a company named Trojan, a fully charged fire extinguisher size 2A10BC that is accessible. The bathrooms have age appropriate faucets in working condition, toilets are not in use at this time. The outdoor play area is fully fenced. There is padding under/around the climbing equipment. The play structures appear to be fully intact with no defects. There are no pools, hot tubs or other accessible bodies of water. Cleaning supplies/toxins are stored inaccessible to children. All required postings are present. The facility serves breakfast, lunch and snacks, reminded Director menu needs to be posted two weeks in advance. Per director, there are no firearms present on the premises. LPAs reviewed the facilities records for both children and staff including parent’s rights forms and admissions agreements. This facility does provide Incidental Medical Services (IMS) and policy was discussed. When any IMS is provided, an updated plan of operations must be submitted to the Department. LPAs reviewed

storage of medication and medical equipment/supplies and is inaccessible to the children.

LPA reviewed the files of ten children enrolled in the program, all were complete. LPAs also reviewed the files of seven staff members. Director Makita Fontenot who has a fingerprint clearance, current CPR/First Aid certificates that expires on 2/01/2021, Mandated Reporter Certificate on 03/2018, proof of immunizations and education requirement for Director Qualifications. The center also conducts and documents fire and earthquake drills once every 6 months and the logs show that drills were conducted on 01/21/2020.

The Director was reminded that baby bouncers, exersaucers, johnny jumpers and similar items are not allowed in licensed day care.

LPAs also discussed with the Director that ALL assistants. Volunteers, frequent visitors, over the age of 18, must be fingerprint cleared and associated prior to being in the presence of children in care. An immediate civil penalty will be assessed from $100 to $3000 per person, per incident.

Director was reminded of the responsibility as a mandated reporter and encouraged to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates, as well as all forms can be downloaded.

Effective August 1, 2003 California Law requires Child Care licensees to report unusual incidents or injuries to children in care to child’s parents and to the Department of Social Services using the Unusual Incident/Injury for (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail and written report needs to be submitted within seven days. Roster of the children must be property maintained as well as personnel roster.

There are no deficiencies cited today. This report shall remain on file for 3 years. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted with Director Makita.
