Licensing Program Analyst (LPA) Caroline Colson, arrived at the facility at 10:10 AM and met with Karla Sparks-Hunter, Director, to conduct a required annual inspection. Karla Sparks-Hunter, provided the guided tour. Ten (10) children's records and two staff members' records were reviewed. LPA made the following observations:

Capacity/Staffing: The facility is an infant component. There are four classrooms in the infant program. There are 28 infants and toddlers present with 13 teachers, including the Center Director.

Physical Plant: The facility is a one (1) story building with four (4) classrooms. The Rooms for the Infant Program are 1A, 1B, 3A and 3B. There are diaper changing stations in each classroom. There is adequate heating, lighting and ventilation. There are no cleaning solutions, chemicals or other hazards accessible to children.

Classrooms: Furniture and equipment age appropriate and in good repair. There are separate storage areas for children’s belongings. Children do take naps at facility. There are cribs and cots with bedding materials for the older infants. Bedding materials are washed every week by the parents. The facility provides breakfast, lunch and one (1) snack. The menu is posted for review.

Restrooms: Toilets and sinks are operable. There is soap, toilet paper and paper towels for sanitary use. The changing table is within an arm's reach of a working sink.

Play yard: Bicycles and other play equipment are safe and in good condition. There is a shaded area. Playground is free of debris and other hazards. Drinking water readily available.

Emergency Preparedness/Safety: Smoke detector and Carbon Monoxide detectors are both working. The 3A40BC fire extinguishers were serviced. First Aid Kit is available and complete. Emergency Disaster Plan is posted. The facility utilizes a land line telephone.

The facility is currently providing Incidental Medical Services to children in care. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Sign in Sheet/Class Roster: All parents use an electronic signature to sign in and sign out. The roster is current and available.

Training/Record Review:
All staff present on this date have criminal background clearances and are associated to the facility. Staff have registered for CPR/First Aid and Mandated Reporter certificates are on file. Immunization records including influenza and or a statement declining vaccination.


There were no deficiencies cited during this inspection.

Criminal Record Statement (continued)

Child Care Centers

Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated


Safe Sleep

LPA discussed the safe sleep regulations with Karla Sparks-Hunter and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee Karla Sparks-Hunter of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
