13 | On June 7, 2021 at 1:00 PM Licensing Program Analysts (LPAs) Melissa Guirit and Melissa Domantay conducted an unannounced complaint investigation. LPAs met with owner, Tera Taylor. Present for this visit were 23 children and 4 staff members.
During the course of the investigation, LPA conducted interviews and reviewed records. LPA Guirit received screenshots from Tera showing the dates leading to former director's resignation. It has been more than 30 days without having a fully qualified director on site. LPA reminded owner about Licensing's regulations of having a fully qualified teacher substitute for the director if absent and if absent for more than that, the fully qualified teacher must meet the qualifications of a director. Records show that the individual that was designated to be in charge did not have all the qualifications for a director.
Based on this information, the allegation is found to be supported by a preponderance of the evidence, and the complaint is substantiated. The California Code of Regulations Title 22, Division 12, Chapter 1, Article 06, section 101215.1(f)(1) is being cited on the attached 9099D. |
