On 7/20/20 at 1:20pm, Licensing Program Analyst (LPA) Loretta Dyson arrived at the facility for an announced prelicensing inspection. LPA met with Eunhee Yoo Im, owner/Director. There was no one else present. An application was received for a new preschool license at this location. The hours of operation will be Monday - Friday 8am - 6pm. The preschool program will be in classrooms 1, 2, 3, and the large open activity space which is arranged with various activities. LPA completed a tour of the indoor and outdoor areas of the facility to conduct a health and safety inspection. The measurements are as follows:

INDOORS: 2,055.84 square feet = 59 children
INDOOR GYM/OUTDOORS: 1590.34 square feet = 21 children and when this is doubled, with the use of staggered schedules, the capacity is 42

A fire clearance, dated 6/30/20, for a capacity of 60 children was received from San Ramon Valley Fire.

The center has 3 classrooms and an open activity area that also has a play structure. The play structure is stable and has soft padding underneath to absorb a fall. There is an office and storage room that will be off limits to children. LPA observed that all areas of the center have sufficient heating and ventilation for safety and comfort. The floors and surfaces are clean and free of toxic substances. There is sufficient storage for children's belongings. The furniture, equipment, toys and activities are age appropriate and in good condition, and there is an ample supply available. The facility plans to have families bring individual water bottles for each child and there is a water filter that will be used to refill water bottles to provide water for children both indoors and outdoors. The facility plans to have families bring snacks and lunch from home, but they will have some snacks available in case of emergency. There are 4 toilets and 5 sinks available for children, and they are all in sanitary and operational condition today. There is a separate bathroom for staff. The office and staff bathroom will be used for the isolation of sick children. There are sleeping cots available for children, and they are stored appropriately in the office area.

LPA did not observe any bodies of water, hazardous items, toxins or medication accessible to children. The center has a functioning telephone, fully charged 3A40BC fire extinguishers, pull down fire alarm, and combination centralized smoke/carbon monoxide detectors.

The outdoor area is fully fenced and there is an overhang from the building that will provide shade. There is also an umbrella set up on to provide additional shade. The outdoor play area is free from defects of dangerous conditions. The outdoor toys and equipment are in good condition and age appropriate. The indoor gym will be used as an extension of the outdoor play space and will be used for gross motor activities. A waiver to use this as an extension of the outdoor area has been received.

The Evaluation of Director Qualifications (LIC 9096) was completed by Licensing Program Manager (LPM) Mayla Mendoza on 6/29/20, and certifies that Eunhee Yoo Im is qualified as a fully qualified preschool director.

Mandated reporter, reporting requirements, civil penalties, unusual incident and injury reporting and fingerprint requirements were discussed today. The owner is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the owner is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The owner is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The facility will be issued a provisional preschool license, with a maximum capacity of 42 children, effective today July 20, 2020. The new requirement for Lead Prevention training as part of Preventative Health and Safety, effective July 1, 2020, will need to be completed before the regular license is issued. This report shall remain on file for 3 years. An exit interview was conducted with the applicant.
