On 11/8/23 Licensing Program Analysts (LPAs) Monica Mathur and Brindha Govindasamy conducted a Required Inspection at Shaneece Robinson's Family Child Care Home. LPAs met with Licensee, Shaneece and explained the purpose of today’s inspection. Persons living in the home are Licensee, her spouse, 2 children under age 18. Days/hours of operation are Monday-Friday from 6:30 am - 6:00 pm. Adults present in the home have Criminal Background Check Clearances. Shaneece's day care has been put back on "Active" status effective 11/7/23. Currently there are no enrolled daycare children. Licensee states she does not have an Assistant at present and will care for daycare children by herself. Licensee was reminded when her children are present during daycare hours, they will count in the ratio requirements.

INDOOR space was inspected. It is a single floor home. Fire clearance granted in 5/2020 notes that all bedrooms and garage are to stay off limit for daycare.
IN USE AREAS: Living room/Play room, Dining area, Bathroom in hallway
OFF LIMIT AREAS: All 3 Bedrooms, Master Bathroom, Kitchen area, attached Garage
LPA observed sufficient materials, toys, and play equipment in the Living Room/Play room. LPAs observed drawers and cabinets in bathroom and cabinet outside bathroom were not latched/locked. Licensee agreed to latch/lock all cabinets which contain dangerous items such as detergents, cleaning compounds, medications, and other similar items and require to be inaccessible to children. Furniture and equipment were age appropriate and in good condition. There is a deep freezer in the kitchen area which has a heavy lid. Licensee was reminded to supervise children near freezer to ensure they do not open/access the freezer. There were no baby walkers, jumpers or bouncers observed during inspection.

The home is sanitary, orderly and safe. There is screened fake fireplace and no stairs in the home. LPA observed a fully charged fire extinguisher that meets State Fire Marshal standards and working smoke/carbon monoxide detectors. There are no pets in the home. LPA reviewed Emergency Disaster Plan LIC610A. Licensee was reminded fire/disaster drill should be conducted at least once every 6 months and documented. All required postings were observed posted on a wall in the dining area. Licensee states she plans to transport children. LPA discussed regulation requirements for transportation. She will provide snacks/meals and food storage area was observed to be sanitary.

OUTDOOR space was inspected. OFF LIMITS: All outdoor areas including Front Yard, Side Yard, Deck, Spa Room will remain off limits. LPAs observed the Spa has a heavy lid and is locked. The screen door to the spa room will remain locked and inaccessible. Licensee stated she plans to use the front yard after renovating the area, but until then it shall remain off limit. She was reminded that any changes/construction activity in the home must be reported to CCLD before work starts. After completion, an inspection will be conducted to approve the area for use.

FILE REVIEW: Licensee’s Mandated Reporter Training is current (expires 9/2025) and CPR/First Aid is current (expires 10/2025).

Supervision of children was discussed, and Licensee understands that she must be present in the home during 80% of the operating hours and ensure children are supervised at all times. If no Assistant is present at a Large Family Child Care Home, then the licensee shall comply with the capacity requirements for a Small Family Child Care Home.

Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

On 11/7/23, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the Safe Sleep regulations with Licensee and the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep
as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. In the areas that were evaluated, no regulatory violations were observed. Technical Violation/Advisory Note was provided. Licensee shall provide following proof of corrections by 11/22/23.
1. Bathroom: Cabinet/drawers that contain dangerous items shall be locked/latched
2. Hallway Cabinet: that contain dangerous items shall be locked/latched
3. Kitchen/Dining Area: a child proof gate shall be installed to separate in-use dining area from off-limit Kitchen area.
4. Facility Sketches: provide updated ones for both indoor and outdoor
5. Children at Home LIC279B: update to include both her children.

Exit interview conducted and report was reviewed with the Licensee, Shaneece Robinson. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
A Notice of Site Visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
