Licensing Program Analysts (LPM) Wynn Norona conducted a Prelicensing inspection today, August 30, 2019 for Ownership and Name Change. The center was formerly known as Hope Preschool and licensee is Hope Lutheran Church of West Contra Costa County.
This is a combination center with Preschool program (#073408874). LPM met with director, Analyn Patten and toured all areas of the facility for a health and safety inspection. There were 10 infants with 4 fingerprint cleared staff at the time of this inspection. The infant program will operate in 2 classrooms. One for the younger and one for the older infants. The hours of operation are Monday through Friday from 6:30 am to 7:00 pm. The measurements are as follows:

INDOORS: 1008 square feet = 29 children
OUTDOORS: 5091 square feet = 67 children

Both classrooms are equipped with age appropriate furnishings and equipment, including infant sleeping equipment which is in good repair. The separate crib area is approved for a maximum of 8 cribs at one time. The diaper changing area is within arms reach of two sinks. The staff bathroom will be used for ill children and the director's office will be the isolation area for ill children.

The outdoor play area is separate to the preschool area. The yard is fenced in all around and there are grass and sand areas which are cushioned for play. Canopy and trees provide sufficient shade in the play yard. There are no bodies of water present. The facility provides snacks and parents provide lunch for their children. There is refrigerator present for formula/feedings for younger infants. There is working telephone on site. Carbon monoxide detector, fire extinguisher and smoke detector is available. The center has obtained an approved fire safety inspection from Contra Costa County Fire Department on 8/16/19.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Analyn Patten is a fully-qualified infant director and has completed 16 hours of health and safety training including pediatric CPR and First Aid.

Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

Zero Tolerance policies were explained. The center is found to be clean, safe, sanitary, and in good repair. An exit interview was conducted with director, Analyn Patten.

A license for 29 infants is recommended effective today, August 30, 2019.
