On 7/3/20 at 9:45am, Licensing Program Analyst (LPA) Loretta Dyson arrived at the facility for an announced prelicensing inspection. LPA met with Natalie Lenz-Acuna, School Administrator/Principal, and Virginia Garcia, Preschool Director. There were no children or other staff present. The facility submitted an application for a new preschool license at this site. The preschool program will operate in the preschool classroom, which is on the campus of St. Joseph School, a private elementary and middle school. The hours of operation will be 8:15am-3:15pm Monday-Friday, with before school care offered starting at 7am and after school care offered until 6pm. LPA completed a tour of the indoor and outdoor areas of the facility to conduct a health and safety inspection. The measurements are as follows:
INDOORS: 957.58 square feet = 27 children
OUTDOORS: 12828.44 square feet = 171 children
A fire clearance, dated 6/9/20, for a capacity of 26 children was received from the Pinole Fire Department.

LPA observed that the classrooms have sufficient heating and ventilation for safety and comfort. The classroom floors and surfaces are clean and safe. There is sufficient storage for children's belongings. The furniture, equipment, toys and activities are age appropriate and in good condition, and there is an ample supply available. The school has a dispenser that fills water bottles and each child will have their own water bottle to make water accessible both indoors and outdoors. The facility plans to have families bring lunch from home, but will have snacks available. There are 5 toilets and 3 sinks available for children, and they are all in sanitary and operational condition today. LPA reminded Ms. Lenz-Acuna and Ms. Garcia that there needs to be 100% supervision of children, even when in the bathroom. There is a separate bathroom for staff. The office and staff bathroom will be used for the isolation of sick children. There are an ample supply of cots available for children. LPA did not observe any bodies of water, hazardous items, toxins or medication accessible to children. The center has a functioning telephone, walkie-talkies, fully charged 3A40BC fire extinguisher, working carbon monoxide detector, and centralized smoke detection/fire system.

The playground is fully fenced, and has an overhang from the building to provide for shade. The outdoor areas that will be used include: the space directly outside of the classroom, where a carport covering will be installed, per Ms. Lenz-Acuna, the driveway between the classroom and the property fence, and the large play area at the end of the driveway, which has the play structure and blacktop area available to children. LPA observed that the yard is free from any defects or dangerous conditions. LPA observed that the large play structure has one side that has age appropriate activities, and the other side is not age appropriate due to the height and skill level required to complete some of the activities. Ms. Lenz-Acuna and Ms. Garcia advised that they will only use the part of the structure that has the smaller slide, and the other parts of the structure will be off limits. LPA observed sufficient cushioning, to absorb a fall, underneath the structure. There is a classroom, which is part of the private school, and storage units also on the yard. LPA advised them to ensure that the storage units remain locked. LPA reviewed supervision information, particularly on the yard which is a large space.

The facility has submitted a waiver request to share the bathrooms and playground spaces with the private school, with a schedule that will be followed to ensure there is no commingling.

LPA reviewed documents to verify that Virginia Garcia qualifies, based on education and experience, as a director.

Mandated reporter, civil penalties, unusual incident and injury reporting and fingerprint requirements were discussed today. The owner is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the owner is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The owner is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

This facility will be issued a provisional license effective today. The provisional license is due to some additions and changes needed in some of the handbooks and other items in the application packet. Once these items are received a regular license will be issued.

This report shall remain on file for 3 years. An exit interview was conducted with Ms. Lenz-Acuna.
