On 9/4/20 at 3pm, Licensing Program Analyst (LPA) Loretta Dyson conducted a prelicensing tele-inspection thru the FaceTime application. A tele-inspection was done due to the COVID-19 pandemic. LPA met with the owner, Bala Subbiah, and the director, Sandy McCracken. There was a total of 49 preschool and school age children present, and 7 additional staff members. An application was received for a change of ownership of this center. This is the school age component of this combination center. The other component is a preschool. The school age component operates after school, Monday, Tuesday, Thursday and Friday 2:30-6pm and Wednesday 12:30-6pm in one classroom. During school closures and holidays the school age children will be present all day, 7am-6pm, and the part-time preschool classrooms will not be open. A virtual tour of classrooms, bathrooms and outdoor play areas was completed to conduct a health and safety inspection. The owner confirmed that there have been no changes to the layout, which would affect the square footage, of any of the areas. The previous measurements, completed on 9/18/13, will be used and are as follows:

INDOORS: 634.97 square feet= 18 children
OUTDOORS: 14,518.38 square feet= 193 children
A fire clearance, with a total capacity of 60 including 45 preschoolers and 15 school age children, was received from the Contra Costa County Fire Protection Department on 6/18/20.

The inspection was conducted with LPA directing Mr. Subbiah to focus the camera around each space. LPA observed that the classroom had sufficient lighting and the floors and surfaces were in good condition and clean. LPA observed 1 toilet and 1 sink available for children, and a separate staff bathroom. LPA observed a sufficient amount of age appropriate activities, equipment and furniture. LPA did not observe any hazardous items, toxins or bodies of water that would be accessible to children. LPA observed a fully charged 3A40BC fire extinguisher, pull down fire alarm, smoke detector, carbon monoxide detector, working telephone and first aid supplies.

The director advised that children bring food from home, but they have snacks available if needed. Children have individual water bottles to use both indoors and outdoors. The outdoor play yards are fully fenced and have an ample supply of age appropriate activities and equipment. LPA observed a good amount of shade from the trees, and the storage areas were locked to prevent access by children. LPA observed all of the required postings and COVID-19 information.

The owner confirmed that there have been no changes in staff, and LPA verified that Sandy McCracken is qualified as a school age director.

The director advised that a Rapid Assistance Support Team (RAST) virtual inspection was completed where COVID-19 precautions being taken by the center was discussed. The owner and director are reminded of the unusual incident and injury reporting, care and supervision, ratio and fingerprint requirements. The owner and director are encouraged to visit Licensing’s website at www.ccld.ca.gov for regulations, updates within child care, and forms, and to sign up to receive quarterly updates by email by sending a request to ChildCareAdvocatesprogram@dss.ca.gov. The owner and director are reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

The facility will be licensed for a total capacity of 60, including 15 school age children, effective today 9/4/20. The owner and director were reminded to ensure that they adhere to the full and half day schedules to ensure that no more than 60 children are on site at any given time. This report will remain on file for 3 years. An electronic signature will not be obtained from the licensee, but the report will be mailed to the licensee for signature.
