On 11/1/21 at 12pm, Licensing Program Manager (LPM) Loretta Dyson arrived at the facility for an announced prelicensing inspection. LPM met with the applicant, Leah Rosenthal-Kambic. The center director, Charles Hodes and Jessica Brimmer, Administrator were also present. There were no children present. An application for a school age license was received for this facility. The facility will operate a before and after school program Monday-Friday, between the hours of 7am-6pm. The facility will operate all day when schools are closed. The facility will operate in two classrooms and an activity space. LPM toured all areas, both indoors and outdoors, that will be used by children to conduct a health and safety inspection, and completed the following measurements:
INDOORS: 1342.18 square feet= 38 children
OUTDOORS: 2267.01 square feet= 30 children
A fire clearance, with a total capacity of 38 children, was received from the Contra Costa County Fire Protection Department on 10/25/21.

LPM observed that all rooms have sufficient heating, lighting and ventilation and the floors and surfaces are clean and free of hazards. LPM observed an ample supply of age appropriate furniture, equipment, toys and activities. There are 2 toilets and 2 sinks available for children, and LPM confirmed that they are in working order and sanitary. There is a separate bathroom for staff upstairs in the office space, and this bathroom and a section of the activity space will be used for the isolation of sick children. The facility will provide snacks, and children will bring lunch from home. There are water dispensers indoors and children will have individual water bottles and access to disposable cups, so water is available both indoors and outdoors. The facility will utilize an electronic sign in/out system, but for now is using a paper form until the new system is set up. The owner advised that they have a plan to meet the requirements if the system is unavailable.

The facility is equipped with 2A10BC fire extinguishers, a centralized smoke and carbon monoxide detection system, a pull down fire alarm, working telephone, and first aid supplies. LPM did not observe any hazardous items, toxins, bodies of water or medication that would be accessible to children today.

The outdoor play area is fully fenced and there is an ample supply of age appropriate toys and activities, which are in good condition. There is an area in the corner of the yard that is covered to provide shade outdoors. LPM did not observe any defects or dangerous conditions on the playground. The play structure is age appropriate and has cushioning underneath to absorb a fall. The playground is within the parking lot area that will be used during pick up and drop off. The owner advised that the gates enclosing the parking lot/playground will be closed and locked except at the beginning of the day, during drop off, and at the end of the day, during pick up, and children will not have access to the playground during these times. The owner advised that during drop off and pick up, staff will ensure that children are visually supervised at all times when go to/from vehicles.

Documents have been received and reviewed, to verify that Charles Hodes, qualifies as a school age director, and has met all training requirements. LPM observed all required postings on the board just inside of the front door, where it can be viewed by the public.

The applicant was reminded about the Incidental Medical Services (IMS) policy. The applicant was reminded that whenever any IMS is provided, a Plan of Operation that includes IMS has been submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.

The applicant was advised to review information related to applicable regulations on Licensing’s website at www.ccld.ca.gov. LPM reminded the applicant to adhere to all requirements within the regulations at all times including supervision, personal rights, unusual incident and injury reporting, ratio, staff qualifications, and criminal record clearance and association requirements. The applicant was encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. LPM reminded the applicant that the mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

This facility will be licensed for a capacity of 30 school age children, effective today 11/1/21. This report will remain on file for 3 years. An exit interview was conducted, and a copy of the report and appeal rights were provided.
