On 06/22/21 at 9:00am, Licensing Program Analyst (LPA) Melissa Domantay and Licensing Program Manager (LPM) Mayla Mendoza arrived at the facility for an announced case management inspection. LPA met with Christine Sierra, the director. The normal hours of operation are Monday-Friday 6:30am-6:30pm. An application was received for a change of ownership. LPA and LPM toured the facility to conduct a health and safety inspection, and completed the following measurements:

INDOORS: 1886.43 square feet = 54 children
OUTDOORS: 5205.32 square feet = 69 children

ON LIMIT AREAS are 2's Area, Music, Pre-K, and Snack Area, small front play yard, and big back play yard. OFF LIMIT AREAS are Kitchen, Staff Office, Staff Bathroom. A fire clearance was received from the Contra Costa County Fire Protection Department on 04/20/21. There are 4 toilets and 4 sinks available for children.The fire clearance is approved with a capacity of 54 preschoolers, 2 years to First Grade Entry. The office and the staff toilet will serve as isolation areas for sick children.

LPA and LPM observed that there is sufficient heating, lighting and ventilation in the classrooms, and the classroom floors and surfaces are clean and free of hazards. The classrooms have an ample supply of age appropriate furniture, toys and equipment which appear to be in good condition.

LPA and LPM observed outdoor play areas, play yards are fully fenced all around and have ample supply of age appropriate activities, equipment, furniture, and age appropriate play structure. LPA and LPM observed ample amount of shade for children and did not observe any bodies of water, hazardous items or toxins that would be accessible to children. LPA and LPM observed operating sinks and covered waste cans. The center was found to be clean, safe, sanitary, and in good repair. LPA and LPM observed COVID-19 postings.

The facility is equipped with fully charged 3A40BC fire extinguishers, carbon monoxide detectors and centralized smoke detection systems. The facility has a working telephone and first aid supplies. Center will be utilizing an electronic sign in/out method. Parent board is located inside the facility by front entrance.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Christine Sierra is a fully qualified preschool director and has completed CPR and First Aid and Mandated Reporter Certificate has been completed by Applicant. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com. Zero Tolerance policies were explained.
The facility will be licensed for a capacity of 54 children will be made part of the license, effective today 06/22/21. There are no deficiencies being cited today. This report will remain on file for 3 years. A copy of this report was provided to the director, and an exit interview was conducted.
