An announced Prelicensing Visit was conducted today August 24, 2021 at 9:00am by Licensing Program Analysts (LPAs) Melissa Domantay and Melissa Guirit. LPAs met with Applicant Kaitlin Gray. The applicant has submitted an application for a change of ownership. Program is located at El Sobrante United Methodist Church. The facility will operate in rooms 3 & 4 only. The program will operate from 7:30AM - 6:00PM. LPAs toured the facility to conduct a health and safety inspection inside and outside and the measurements are as follows:

INDOORS: 1078.49 square feet = 30 children
OUTDOORS: 6789.63 square feet = 90 children

The center has obtained an approved fire inspection clearance from the Contra Costa County Fire Department on 07/20/21. The fire clearance is approved in rooms 3 and 4 only.

The preschool rooms are equipped with varied age appropriate materials and equipment. There are 3 toilets and 2 sinks available for children. The blue couch in classroom 4 and children's hallway bathroom will serve as isolation areas for sick children.

The play yard is fenced in all around. The small climbing structure is sufficiently cushioned. Trees provide sufficient shade in the play yard. The center has pitchers and cups for indoor and outdoor activities and children bring their personal water bottles to be refilled as needed. Am/pm snacks are being provided from home. Families will be required to provide their own lunches for children. No cleaning agents were found stored with food. First aid supplies are available in the center. There is a working telephone on site. Fire alarm/Carbon monoxide is available. Facility is equipped with a fully charged 3A40BC fire extinguisher. The sign in/out sheets provide for a full signature.

If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPA will email COVID-19 Self-Assessment Guide and Applicant submit to LPA once completed. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com. Zero Tolerance policies were explained. The center was found to be clean, safe, sanitary, and in good repair.

A license for 24 children will be issued effective today 8/24/21.
