A Prelicensing Visit was conducted today by Licensing Program Analyst (LPA), Melanie Otsuji. LPA met with Applicants, Manjari Bhatt & Swaroopa Ramakrupa. The applicant has submitted an application for a PRESCHOOL. A health and safety inspection was conducted inside. This facility does not have an outside play yard therefore this facility will operate as a PART-TIME PRESCHOOL with a maximum of 3hrs/ per day and up to 15hrs/per week. Facility will also have Heritage school on site after preschool facility closes. At no time should the preschool and Heritage programs commingle. The preschool program will operate in 5 classrooms. Operating hours Monday through Friday from 8:30AM - 2:30PM. The facility measurements are as follows:

INDOORS: 1262.89 square feet = 21 children
OUTDOORS: NO OUTDOOR SPACE

Measurements were taken of each room. Facility will allocate a stall within the women's bathroom for staff use only. It will also serve as an isolation restroom if a child becomes ill. The restroom is to be thoroughly sanitized after an ill child utilizes it. There is a fully stocked first aid kit with all required equipment available and a box within cabinet for stored medications. Facility will provide AM/PM snacks for children in care. No exit doors were blocked. There is ample toys and furnishings throughout the center for children's use. Children will not be napping here as this facility will operate as a part time center, however, should a child need to rest, mats will be made available.

There are 3 toilets (sized appropriately) and 4 sinks available for children's use. Heating and lighting was adequate. The front room is not to be used for any classroom instruction.

The center Director will be Manjari Bhatt and a directors packet with all required documentation was submitted to CCL to complete the application. An additional Center Director will be Swaroopa Ramakrupa. There is an approved fire clearance by San Ramon Valley Fire signed on 2/7/2022 for 24 preschool aged children.
There are no bodies of water nor hazards found on the premises. All toilets and hand washing facilities are in safe and sanitary operating conditions. All licensing required documents are posted. This facility plans to provide Incidental Medical Services - IMS. Applicants were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Applicants and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Applicants of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reviewed with Applicants the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. A license for 21 part-time preschoolers operating out of 5 classrooms is recommended effective today, 2/25/2022. No outdoor play space waiver is requested. Exit interview conducted and report was reviewed with the Applicants, Manjari Bhatt and Swaroopa Ramakrupa.
