Licensing Program Analyst (LPA) Erwina Pascual-Golamco and Jennifer Velasco met with Licensee, Elisa Enright, for an unannounced annual inspection. The off-limit areas include: entire upstairs, office, bathroom #2, laundry room, garage, two sheds, barn and bedroom #1. The entire upstairs of the home is made inaccessible by gate at the foot of the stairs. Licensee understands that children may never enter these off-limits areas. During the inspection there was a census of 10 CHILDREN being supervised by the licensee and assistant. All individuals subject to criminal background review have obtained a criminal record clearance. Facility hours of operation are Monday through Friday from 7:30am to 5:30pm.

Health and safety inspection were conducted in the areas accessible to children. LPA observed home was orderly, and free of hazards. The house has a working telephone, fully charged fire extinguisher, smoke detector and carbon monoxide detector that meet regulations. LPA observed all required postings. LPA informed the licensee that poisons, detergents, cleaning compounds, medicines, and other items which could pose a danger to children shall be stored, locked, and inaccessible to children. LPA observed a fireplace within the home is also made inaccessible to children.

Licensee stated there are weapons in the home. LPA observed that the weapon was properly stored according to Title 22 regulations and observed that the weapon and ammunition were locked separately.

There is an in-ground pool in the back yard that meets Tittle 22 regulations. Pool is completely surrounded by a see through fence that is at least 5 feet high. LPA observed the gate to self-close and self-latch. There are no windows or doors that provide direct access into the pool area. The backyard is fenced and gated.

LPA observed a children's roster and fire drill log, which was last conducted on 1/29/23. Licensee has current CPR/First aid, which expires 8/28/23. Licensee’s Mandated Reporter Training expires 12/27/23. Licensee understands both trainings must be completed every two years. LPA reviewed records of children’s files, which contained the required documentation. Technical assistance provided regarding immunizations and form CDPH286.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

No deficiencies were cited during today’s inspection.
