32 | Director and staff interviews had aligning statements that that preschool age children do not commingle with infants at any time. Parent interviews did not make any statements to support the allegation that preschool age children commingle with infants.
Based on observation, LPAs did not see any adult scissors accessible to children in care within the facility. Children size scissors were observed by LPAs in the classrooms, which were in a screw top container in the supply closet in the younger preschool classrooms. Director and staff interviews had aligning statements that children have had access to children size scissors, but adult scissors are kept out of reach of children. Record review of injury reports did not indicate that adult scissors were the cause of an injury in care. Parent interviews stated any injuries occurred at facility were normal childhood incidents, therefore it cannot be determined that a child was injured due to having access to adult scissors.
Staff interviews indicated that staff always encourage children to wear weather appropriate clothing while outside, but that they cannot physically force a child to wear something they do not want to. Parent interviews did not reveal concern that children are not clothed appropriately for the weather. LPAs observed that children were dressed appropriately for the weather. It was learned through staff and parent interview that when weather is too extreme, the children do not go outside.
Based on LPAs observations children were offered a sufficient quantity of food and a variety of choices during meals. LPAs observed children were able to get extra servings of food and there was still plenty of food left over once mealtime ended. LPAs observed staff being attentive in offering refills of meals when children finished an item. LPAs observed a full menu with serving sizes. Parent interviews could not verify that children are not provided a sufficient amount of food while in care.
Although the allegations above may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.
