Licensing Program Analyst (LPA) Elvira Sierra and Licensing Program Manager (LPM) Bettina Engelman conducted a complaint investigation and met with Licensee, Margaret McGeever to deliver findings on the above allegation. Upon arrival, present in the home were Licensee and Licensee’s son caring for 14 children (1 infants, 7 Preschool, 6 School Aged).
It was alleged that an adult in the facility hit a child. Throughout the investigation LPA observed the care of supervision of children, conducted interviews with staff, children and parents. Day care children who were interviewed did not disclose any physical abuse by Licensee or staff, except child # 1 who was not able to give a consistent description or identified who did the hitting. Licensee stated that one of her Assistants/Parent spanked her own child years ago. She stated that she talked to parent that it is not a correct discipline practice. She stated that her discipline policy is redirection and at time time out.
Based on the information obtained; LPA was unable to make a determination if the allegation is valid. Based on the investigation there is not a preponderance of evidence to prove the allegations did or did not occur; therefore, the allegation is UNSUBSTANTIATED. No deficiencies cited today under Title 22 Division 12 of the CA Code of Regulations
An exit interview was conducted in which the report was reviewed and discussed with Licensee. Appeals of rights were provided to Licensee and a Notice of site visit was observed to be posted and shall remain posted for 30 days.
