32 | The complainant also alleged that children were not provided a healthful environment. Rather than using soap and water, children were made to share wipes to clean their hands prior to eating. LPA learned from interviews that children would clean their hands with a wipe, which they then passed on to another child. This is a potential health and safety risk to children in care. Licensee denied that she let children share wipes, and explained that they are supposed to use their own wipes to clean hands. She said that siblings may have shared a wipe.
Based on LPAs interviews conducted and records review, the preponderance of evidence standard has been met, therefore the above allegations are found to be SUBSTANTIATED. See attached LIC 9099D page for deficiencies cited today under Title 22 Division 12 of the CA Code of Regulations. Civil penalties are being accessed. Licensee received and understood appeal rights.
Failure to correct deficiencies will result in a $100 per day civil penalty until corrected. Repeat violations are $250 per violation and $100 per day until corrected. Notice of Site Visit posted. An exit interview was conducted in which the report was reviewed and discussed with licensee.
Licensee acknowledges, that FOR TYPE A DEFICIENCIES ONLY upon receipt, licensee shall post LIC 9099D with Type A deficiencies for 30 days and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. The LIC 9224 must be signed by parents/guardians and kept with the children's forms as a receipt whenever any Type A documents are provided by the licensee. (LIC 9224 is available on the website).
