13 | Licensing Program Analyst (LPA) Pascual met with Director Lisa Hester on 11/3/2021 approximately at 09:00AM to deliver complaint findings for the allegation mentioned above.
There were 51 children in attendance and five teachers, including the Director.
On August 23rd, 2021 LPA received a complaint. The complainant alleged “child sustained an unexplained injury while in care.” On August Child #1 obtained a neck injury that resembled a burn mark during nap time. The incident was reported and medical treatment was sought. LPA interviewed all parties involved, reviewed medical documents obtained and found that although the medical documents stated that Child #1 had an injury that resembled a burn it was unclear if the injury occurred within the facility. The injury obtained did not correspond with the information the child provided. LPA could not corroborate the allegation via interviews and observations.
Throughout the investigation LPA could not find sufficient evidence to corroborate the allegation. Based on the information obtained throughout the course of this investigation the above allegation could not be substantiated or dismissed. Although the allegations may have happened (or is valid), there is not a preponderance of the evidence to prove the alleged violations did or did not occur, therefore the finding is UNSUBSTANTIATED.
