On March 5, 2020 at 10:20am an unannounced annual inspection was made by Licensing Program Analysts (LPAs) Ginny Badhesha and Cynthia Brannon. LPAs met with Director, Sylvia Wingfield who provided a tour of the infant rooms and outdoor play area. This facility is a full day program which operates year round, Monday through Friday, 6:30am to 5:30pm. There is currently two infant classrooms (Room #1 and Room #2). Zero to one year old infants are in Room #1, and one to two year old infants are in Room #2. Infants names are on the bottles/cups of each infant. If any food is brought by the infant's authorized representative, it is labeled with the infant's name and is only given to infant's authorized representative at the time of infant leaving this center. Infant changing tables have padded surface no less than one inch thick, covered with washable vinyl, and raised sides at least 3 inches high. Licensee was advised the sink is not to be used for food preparation. Older potty training infants/toddlers have access to toilets and sinks. Children's hand washing facilities are sanitary and in good operating condition. Toys are safe and do not have sharp points, edges or splinters, or made of small parts that can be pulled off. There is sufficient infant napping equipment, including cribs. The infant indoor and outdoor activity space is physically separate from the space used by other day care children. The playground equipment and outdoor activity space is maintained and in good condition. Facility is in compliance with staff infant ratios. All infants are under visual observation at all times. Facility is completing a Needs and Services plan for infants quarterly as required. Staff utilized as infant teacher have three child development units in infant/toddler care. There are no bodies of water. Firearms and ammunition are not on the premises. Disinfectants, hazardous items and medications are inaccessible to children. Furniture and equipment are sufficient, age appropriate and in good repair. Rooms and floors are safe and clean. Food preparation area is clean and free of rodent and other vermin. Sanitary drinking water is available indoors and outdoors via water fountains. Staff subject to a criminal record clearance or exemption are associated to the facility. No excluded adults are present at the facility.

During today’s inspection at 10:30am LPAs observed the staff using the infant bathroom. There is currently only one restroom at this facility. Director advised that staff members will be using the staff restroom next door.

At 11:15am during file review it was noted that staff was missing the required Mandated Reporter Training (AB 1207). Out of the six files that were reviewed, two staff files were missing the required Mandated Reporter Training.

Pediatric First Aid/Pediatric CPR reviewed and in compliance. Children's and staff’s records reviewed and all required documents were confirmed. Trash cans and other solid waste containers have tight-fitting covers and in good repair. Menus posted at least one week in advance. Sign In/Sign Out sheets have a full legal signature. Fire drills are being done and documented.

Director provided updated copies of LIC 500 (Personnel Report), LIC 610 (Emergency Disaster Plan) and LIC 308 (Designation of Facility Responsibility) during inspection.

Licensee was provided with Lead Poisoning Facts brochure.

Per California Code of Regulations, Title 22, Division 12, Chapter 1, in the areas evaluated two deficiencies were cited during today's visit.

Exit interview conducted with Director Sylvia Wingfield and a copy of this report was provided and discussed.

A Notice of Site Visit Form (LIC 9213) was posted on parent's board and must remain posted for 30 days.

LPA and Licensee discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINS), Quarterly Updates, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.
