On February 25, 2025, Licensing Program Analysts (LPAs) Xona Xayavong and David Rocha conducted an unannounced complaint inspection and met with Director Aletria Snowden. LPA Xayavong explained the purpose of the today’s inspection was to provide finding for the above allegation.

During the investigation, LPA Xayavong conducted facility inspection, observation, conducted interviews with Fresno EOC Education Director, staff, parents, and children. LPA Xayavong also obtained facility documents.

Through interviews and observation, LPA Xayavong was unable to determine if the manner in which staff handled child in a rough manner. Interviewees provided positive feedback of the facility and reported no concern of the facility. LPA Xayavong observed staff were professional and tended to children’s needs and wants accordingly to regulation.

LPA Xayavong was unable to discredit the report that staff handled child in a rough manner, therefore, the above allegation is found to be UNSUBSTANTIATED.

Exit interview conducted and report was reviewed with Director Aletria Snowden. Appeal rights were provided. Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
