25 | On 1/25/23 Licensing Program Analysts (LPAs) Caroline Harris and Julie Baptista conducted an unannounced case management inspection. LPAs met with Amy Vang for the purpose of conducting a case management inspection, regarding a lead exceedance referred to as an Action Level Exceedance (ALE) of over 5.5 parts per billion (ppb) in the water at the facility.
Fresno Regional Office received notification of water lead exceedance at the facility resulting from a recent water lead sampling test. Based on testing results from Moore Twining, licensee #100403382 has outlets with an (ALE) of 12.0 ppb in the kitchen named outlet A, an (ALE) of 13.0 in the children's sink named outlet H, an (ALE) of 12.0 in the children's faucet named outlet I, an (ALE) of 8.3 in the children's bubbler named outlet J and an (ALE) of 14.0 in the children's fountain named outlet L. These results indicate out of compliance over (ALE) 5.5 ppb. (See Plan of correction for further corrective action 809D). The outlets have been replaced for A, H, and I and will be re-tested on 2/24/23. Director agrees to continue with the resampling process for an action level result of under 5.5 ppb for compliance with a Certified Sampler. Outlets J and L have been permanently made inoperable and will not be in use.
Bottled water is available in the kitchen and the classrooms and bottled water is taken outside along with cups. Potable water is also made available to visitors and staff during hours of operation. Facility has posted results for parents to review Per PIN 21-21-1 CCP WD 101703 (b). In addition parents and guardians were notified by letter of the (ALE ) Per PIN 21-21-1 CCP WD 101704 (b)(3).
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, A type B deficiency is being cited: (see next page, 809 D). Ms. Vang was provided a copy of this report and appeal rights. An exit interview was conducted. This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days. |
