On 10/12/2023, Licensing Program Analysts (LPA) Nancy Her and Claribel Soto conducted an unannounced case management inspection and met with Director Rubisela Sanchez. LPA reviewed the reason of the inspection, and a tour of the center was conducted both inside and outside. This is an increase in capacity inspection and the applicant is requesting a capacity of 44, 20 infant children aged 0-17 months and 24 toddler option children age 18 months to 3 years. Facility will be caring for 8 crib infants. This program will operate on the traditional school year, Monday thru Thursday from 8:00 AM to 4:00 PM, and Friday 8:00 AM to 12:00 PM. This facility will operate in the building measured today once licensed. Facility will no longer operate in the previously licensed building. Applicant is aware to contact the Fresno Community Care Licensing for a change in classrooms and/or change in capacity.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.

Director Rubisela Sanchez stated that the center will provide morning snack.

The classrooms were observed to be clean and free of toxins. LPAs observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, cribs and plenty of toys for children to play. LPAs observed that each changing table is within arm’s reach of a sink. LPAs also reminded Director not to store anything on top of high bookcases/storage cabinets that could potentially fall on children. There is a working carbon monoxide detector that is part of the facility’s smoke detector system and is installed throughout the building.

LPA reviewed with Director Rubisela Sanchez, that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care. Director is aware the ratio is 1 Teacher to 4 infants and will follow the regulations.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

There are 2 classrooms (Infant 1 and Infant 2) used by infant children (age 0-17 months). There are 2 classrooms (Toddler 1 and Toddler 2) used by toddler children (age 18 months to 36 months). Room measurements were taken and reviewed with Director Rubisela Sanchez. The total inside infant area measured to an approximate 2,818 square feet which will accommodate the requested capacity of 44 infant/toddler children. There is adequate storage space available for children's belongings in the classroom. Director understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 5 toilets and 7 sinks/hand washing fixtures which will accommodate the requested capacity of 44 infant/toddler children.

The approximate outside square footage for the infant play area is 2,599 which will accommodate requested capacity of 20 infant children. The approximate outside square footage for the toddler option play area is 4,347 which will accommodate requested capacity of 24 infant children. Applicant stated there will be a shed placed in one of the play yards for storage but is not sure at the moment. Applicant understands that storage shed square footage will be taken out of outdoor play area. There is adequate shade available in the outdoor activity area with the building overhang. The toys and play equipment are in boxes and will be put away once storage shed is in place. LPA reminded Director Rubisela Sanchez, to provide adequate supervision at all times.

A fire clearance of 92 consisting of 48 preschool children, 20 infant children, and 24 toddler option children was received on 10/04/2023. Fire clearance was approved by Reedley City FD Fire Prevention.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Facility Representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. The following will need to be corrected before licensure:

· Updated LIC 200A

· Safety gates installed in the bathroom doorways.

· Shelving units removed from the floor in the bathroom.

· Disposable changing sheets and cleaning supplies need to be readily available for changing stations

· Corkboards/bulletin boards need to be mounted in the classrooms

· Toddler 1 classroom need more cubbies to match requested capacity

· There is a door in the Toddler 2 classroom that does not shut, it will need to be shaved down to fit the doorway.

· Wooden arch needs to be stabilized for safety of children

· The bolts on the fence in the outdoor play area need to be made safe for children

Pending a final file review and corrections made, a recommendation will be made to license the above facility for the requested capacity of 44, 20 infant children aged 0-17 months and 24 toddler option children age 18 months to 3 years.

Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.

A notice of site visit was given to facility representative Rubisela Sanchez and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
